Minutes of the Human Relations Diversity Board
Regular Meeting Held February 01,2018
I:CALL TO ORDER
HRDB meeting was called to order by Chair Crown at 7:07p.m. in Room 109 of Ocoee City Hall located at 150 North
Lakeshore Drive,Ocoee, Florida.
A. Pledge of Allegiance and Moment of Personal Reflection: Ex-Officio Member Wright led the board in the Pledge
of Allegiance to the U.S.flag;followed by Chair Crown asking for moment of personal reflection.
B. Roll Call and Determination of Quorum: Secretary Mieras performed roll call and declared quorum (7) not met.
In Attendance(5):
Chair Crown,Vice Chair Brown,& Members: Maxwell, Dawkins, &Calloway.
Non-Voting Present:
Secretary Mieras,Officer Scott-Marsh & Ex-Officio Member Wright.
Absent(7):
Members Hershaw, Daily,Vines, Foster,Osbourne,Anderson- Robinson,and Hart.
C. Review of Excused Absences: Members Hershaw and Foster were excused absences. Members Daily,Vines,
Osbourne, and Hart are unexcused absences.
D. Review Agenda for Tonight's Meeting: Chair Crown reviewed the agenda for tonight.
E. Review of Minutes: No quorum; minutes will be reviewed next meeting.
II:BUSINESS FOR DISCUSSION
A. Comments from Citizens/Public: None
B. Budget Report: None
C. MLK Parade Review: Ex-Officio Member Wright proposed asking the City Commission for more city staff
involvement in the parade's implementation.The board members and Officer Scott-Marsh discussed
improvements for next year's MLK Parade/Ceremony.Specific notes are below:
Improvement:
Close Citrus Elementary entrance by the bank with barricades
Have an officer or crossing guard at all barricaded spots
Have more signs and/or people directing spectators into the mall
Have mall security staff assists in crowd control
Rent an indoor stage with curtains for back and the sides of the stage
Ask the city to supply the sound system for the ceremony
Each board, commission, or agency of this state or of any political subdivision thereof shall include in the notice of any meeting or hearing,if notice
of the meeting or hearing in required, of such board, commission, or agency, conspicuously on such notice, the advice that, if a person decides to
appeal any decision made by the board, agency, or commission with respect to any matter considered at such meeting or hearing, he or she will
need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made,
which record includes the testimony and evidence upon which the appeal is to be based. The requirements of this section do not apply to the notice
provided in s. 200.065(3).
ALSO, IN ACCORDANCE WITH FLORIDA STATUTE 286.26: PERSONS WITH DISABILITIES NEEDING ASSISTANCE TO PARTICIPATE IN ANY OF THESE PROCEEDINGS SHOULD
CONTACT THE OFFICE OF THE CITY CLERK, 150 N.LAKESHORE DRIVE,OCOEE,FL 34761,(407)905-3105,48 HOURS IN ADVANCE OF THE MEETING.
MORE THAN ONE COMMISSIONER MAY PARTICIPATE OR HEAR DISCUSSIONS REGARDING A MATTER WHICH WILL COME BEFORE THE COMMISSION FOR ACTION.
Adjust starting time of ceremony 11:30 a.m.
Concerns:
Some radios did not work
Golf cart did not leave Citrus Elementary
Had a gap in the parade where spectators moved into the street
Had no way to tell front of parade to speed up or slow down
Used wrong mall entrance at the end of the parade
Parade spectators dispersed before loud speaker could direct them inside the mall
D. Marker Project: Chair Crown explained the Equal Justice Initiative(EJI) and the city could not agree on wording
for the Ocoee historical marker.There are no plans for the city to move forward with EJI on the installation of a
historical marker within the City of Ocoee.At the next meeting, Chairman Crown plans to discuss HRDB bringing
the current historical marker wording to the City Commission for approval.
Member Maxwell, as HRDB's representative to EJI,asked the board for direction regarding future involvement
with EJI;specifically in regards to attending DI's museum opening in Montgomery,Alabama.
E. Other Business:
Black History Month Essay Contest: Ex-Officio Member Wright distributed the essays and confirmed the essay
judging and ceremony details. Essay review was changed to February 13th 6:00pm at City of Ocoee [son Center
and the Award Ceremony to February 28th 6:30pm at Ocoee City Hall.
Member Maxwell invited the Board to the"1920 Ocoee and Beyond" movie showing at Ocoee High School
February 12th
F. Set Next Agenda: Chair Crown, along with input from the board,set the agenda for the next meeting,which will
be held on March 1st, 2018,said Agenda was established as listed below:
