Minutes of the Human Relations Diversity Board
Regular Meeting Held April 05,2018
I:CALL TO ORDER
HRDB meeting was called to order by Chair Crown at 7:02 p.m. in Room 109 of Ocoee City Hall located at 150 North
Lakeshore Drive,Ocoee, Florida.
A. Pledge of Allegiance and Moment of Personal Reflection: Chair Crown led the board in the Pledge of Allegiance
to the U.S.flag;followed by Chair Crown asking for moment of personal reflection.
B. Roll Call and Determination of Quorum: Secretary Mieras performed roll call and declared quorum (7) not met.
Member Hart arrived at 7:10 p.m., Member Anderson-Robinson arrived at 7:15 p.m. quorum now achieved.
In Attendance (8):
Chair Crown & Members: Maxwell, Dawkins, Hershaw,Anderson-Robinson, Daily, Foster, & Hart.
Non-Voting Present:
Secretary Mieras, Ex-Officio Member Mayor Johnson, Ex-Officio Member Wright.
Absent(4):
Members: Brown, Calloway, Osbourne, &Vines.
C. Review of Excused Absence(s): Members Calloway& Brown are excused absences. Members Osbourne&Vines
are unexcused absences.
D. Review Agenda for Tonight's Meeting: Chair Crown reviewed the agenda for tonight.
E. Review of Minutes: Minutes from the January 4th & February 1st meetings were reviewed.
Motion made by Member Maxwell, seconded by Member Dawkins, and unanimously passed to approve the
January 4th minutes with the written in changes.
Motion made by Member Dawkins, seconded by Member Hershaw, and unanimously passed to approve the
February 1st minutes.
II: BUSINESS FOR DISCUSSION
A. Comments from Citizens/Public: Chair Crown made the following announcements:
• Mayor Johnson has replaced Commissioner Keller as the City Commission Ex-Officio member to HRDB.
Chair Crown welcomed the Mayor to the board.
• Chair Crown & Member Hershaw have been reappointed to the board for a three year term.
• Next meeting, May 3rd,the board will elect a new Chair-Elect. Current Chair-Elect Brown is scheduled to
take over as Chair beginning June 2018.
B. Budget Report: Ex-Officio Member Wright reported a balance of$17,148.75 as of this meeting.
Each board, commission, or agency of this state or of any political subdivision thereof shall include in the notice of any meeting or hearing, if notice
of the meeting or hearing in required, of such board, commission, or agency, conspicuously on such notice, the advice that, if a person decides to
appeal any decision made by the board, agency, or commission with respect to any matter considered at such meeting or hearing, he or she wilt
need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made,
which record includes the testimony and evidence upon which the appeal is to be based. The requirements of this section do not apply to the notice
provided in s.200.065(3).
ALSO, IN ACCORDANCE WITH FLORIDA STATUTE 286.26: PERSONS WITH DISABILITIES NEEDING ASSISTANCE TO PARTICIPATE IN ANY OF THESE PROCEEDINGS SHOULD
CONTACT THE OFFICE OF THE CITY CLERK, 150 N.LAKESHORE DRIVE,OCOEE,FL 34761,(407)905-3105,48 HOURS IN ADVANCE OF THE MEETING.
MORE THAN ONE COMMISSIONER MAY PARTICIPATE OR HEAR DISCUSSIONS REGARDING A MATTER WHICH WILL COME BEFORE THE COMMISSION FOR ACTION.
C. MLK Parade Committee: Ex-Officio Member Wright reported, as a staff representative, she will be able to ask
other departments to attend parade relevant meetings and for more help during the event.At this time,the
board concluded a city commission appointed committee is not needed.
D. Marker Project: Member Maxwell recalled his meeting with Mayor Johnson and three EJI representatives. EJI
and the Mayor have come to an understanding and the Mayor announced he would be involved in an Ocoee
Task Force. Member Maxwell shared a presentation to update the HRDB on the activities of EJI in relation to
Ocoee and asked the board send him to EJI's National Memorial of Peace and Justice unveiling. Mayor Johnson
announced he was also attending to the National Memorial of Peace and Justice unveiling.
Motion made by Member Hershaw, seconded by Member Dawkins, and unanimously passed to approve
Member Maxwell to present a revised version of his presentation to the City Commission.
Motion made by Member Hershaw, seconded by Member Dawkins, and unanimously passed to,with the City
Commission approval, use HRDB funds to send three people, Chair Crown, Member Maxwell, & Member
Dawkins,to attend The National Memorial of Peace and Justice unveiling on April 26-29, 2018 in Montgomery,
Alabama.The Board also approves Ex-Officio Member Mayor Johnson to attend using other City funding.
E. Other Business:
Motion made by Member Dawkins, seconded by Member Daily, and unanimously passed to approve the
outstanding costs listed below:
$150.00 Photography Services
$231.37 Food and Supplies for Ceremony
$72.20 Frames for Certificates
$23.50 Copies of Essays
$5.50 Copies of Essays
$24.00 Member Maxwell Business Cards
Motion made by Member Dawkins, seconded by Member Foster and unanimously passed to approve the
purchase of name badges for the HRDB members.
F. Set Next Agenda: Chair Crown, along with input from the board, set the agenda for the next meeting, which will
be held on May 3rd 2018,said Agenda was established as listed below:
