HomeMy WebLinkAbout09-12-2000 Review Committee Minutes CODE ENFORCEMENT REVIEW COMMITTEE OF THE CITY OF OCOEE SEPTEMBER 12,2000 Code Enforcement Supervisor Simon called the meeting to order at 5:25 p.m. in the City Commission Chambers Conference Room. PRESENT: Code Enforcement Supervisor Simon, Members Konicek, Skiles Lenko and Commissioner Howell (Arrived 5:40 p.m.). Also present were Building & Zoning Official Velie, Building Clerk Harris, and Administrative Secretary Maxwell. ABSENT: None NEW BUSINESS Member Skiles and Konicek nominated Code Enforcement Supervisor Simon as Chairman for the Code Enforcement Review Committee. Chairman Simon asked if all of the codes were to be reviewed or review Chapter 108 and the Junk Vehicle Ordinance. Member Skiles stated that he did not think the committee should review all the codes, only the codes being questioned. Discussion ensued. Chairman Simon stated the committee will review Chapter 108 and the Junk Vehicle Ordinance. Chairman Simon stated Chapter 108 is the Minimum Standards Code. This code was developed in 1993 by Don Flippen and derived from the SPCCI. Ms. Simon further stated that Building & Zoning Official Velie, Don Flippen and herself have reviewed the International Property Maintenance Code and feel this would be a good code to replace Chapter 108, in it's entirety. Discussion ensued. Building & Zoning Official Velie stated the International Property Maintenance Code has been in progress for approximately 3 years and was developed by a national organization. Chairman Simon stated the International Property Maintenance Code is very clear and the issues being questioned are answered in this code. Commissioner Howell inquired as to the definition of a junk vehicle. Chairman Simon stated the committee should review conditions as to what constitutes a junk vehicle. Chairman Simon further stated re-addressing the Junk Vehicle Ordinance and applying certain conditions may resolve the issues of the ordinance. Discussion ensued. Chairman Simon advised wording from the International Property Maintenance Code may be combined with the current code to cover all areas of concern. Member Lenko stated the code should be written to prohibit "boats" in front yards. Chairman Simon stated the code does not address "boats". The zoning regulations mention RVs and hauling trailers. Mrs. Simon further stated boats in yards while being worked on do not fall in any category of the code. Commissioner Howell stated there is a home with a fishing boat, a farm tractor, a pontoon boat, a concrete mixer, and a barbecue grill with four (4) picnic tables all in the front yard. Chairman Simon stated Code Enforcement would follow up on that situation. Discussion ensued. OLD BUSINESS Chairman Simon stated the Building Department is developing a standardized Minimum Housing check list. Mrs. Simon stated this check list would resolve any further concerns when a Minimum Housing Inspection is performed. Building & Zoning Official Velie presented a hand out regarding Section 104.1.2 of the Standard Building Code addressing tents, aluminum carports, temporary structures. Chairman Simon stated Section 104.1.2 addresses special building permits for a limited time, which shall be obtained for temporary structures such as canopies, tents and fences used for temporary purposes. Permanent structures must meet all applicable Building Codes, i.e. permanent foundations; wind load (100 m.p.h. wind design); zoning requirements (no accessory structures in the side and front yards). Chairman Simon stated she did not feel sending a mail out to Realtors regarding Minimum Standards would be sufficient. Mrs. Simon further stated that community meetings will be scheduled for businesses to cover any issues in question and information will also be announced on the government channel.
