RE : WATER AND SEWER BILL - West Orange Girls Club
The attached memo from Ms . Batts advises us that there is a
current outstanding water bill of $1 , 500 from the West Orange
Girls Club.
As you know, our current loan with Barnett Bank requires that all
water be accounted for and paid for from some source .
It is a policy decision as to whether the City of Ocoee or the
Girls Club should bear this $1 , 500 for past charges and or any
future charges for water and sewer. We , however, must have
payment of one or the other . We await your direction .

SUBJECT: WEST ORANGE GIRLS CLUB
The above mentioned utility account was opened on May 1, 1989
without a deposit. They have a one inch meter and at that time
were charged with water consumption and utility tax only. Three
consecutive payments were made on the account by West Orange Girls
Club. After the payment made on September 9, 1989 of $22 .56, they
have not made any further payments. They also have not phoned or
made any attempt to make a payment plan with the City.
We began receiving returned mail from West Orange Girls Club
because the mail receptacle was removed from the property. We were
not contacted with a forwarding address and recently tracked down
a P.O. Box to forward their Utility Bills.
In May of 1990, when a Wastewater Study was being processed we
found that they were also on sewer and we began charging them as
required. They have never been charged for Sanitation Services.
At the same time we began charging for sewer we also removed the
Utility Tax charge as they are not required to pay tax.
It is my understanding that at some time in the past there was a
verbal agreement with a previous Mayor that the City would absorb
the cost of the utilities for the West Orange Girls Club. I was
informed of this by Jim Shira on Tuesday, February 12th. I then
spoke with Jean Grafton since she worked in utilities at this time.
She does not recall any agreement either verbal or in writing that
said the City would provide these services.
West Orange Girls Club currently owes a total bill of $1,535.02
which is past due.
Please inform me of the decision made on this project so I can
follow up on billing process. If you need any furhter information
or explanation, please let me know.
