SUBJECT: PURSE OF CAMCORDER WITH NIGHT VISION CAPABILITIES
STAFF REPORT
ISSUE
Should the Honorable Mayor and Board of City Commissioners approve using
$4,859 from the forfeiture account to purchase a Panasonic Camcorder and acces-
sories that have the capabilities to record at nighttime.
BACKGROUND
During the course of numerous investigations, the police department has shown
a need for a camcorder for evidentiary purposes. Each time the need arose,
we would have to either rent or borrow a camera in order to conduct the investi-
gation. During the last year we have been forced to rent the equipment at
considerable expense.
DISCUSSION
The Honorable Mayor and Board of City Commissioners are well aware of some
of our covert surveillances. One such surveillance had been conducted out
of one of the commissioner's own residence. Because a majority of surveillance,
especially drug investigations, are conducted during the nighttime, the listed
camera equipped with night vision equipment, fits our needs.
There has been surveillance conducted when we had to rent a camera and set
it up to operate all night long without having an officer operating the camera.
When it comes to proving that a perpetrator did commit a certain crime, a
"picture (video) is worth a thousand words".

RECOMMENDATION
It is respectfully recommended that the Honorable Mayor and Board of City Commis-
sioners approve purchasing a camcorder from the forfeiture fund.
