RE: CITY HALL AND POLICE STATION EXPANSION PROJECTS
Based upon review of various methods for accomplishing the City
Hall and Police Station expansion projects , the following outline
represents that process which is most cost-effective and will
produce results in the shortest time :
( 1 ) Preliminary Site Engineering by PEC (Ocoee ' s consulting
engineers )
( 2 ) Architect RFP and Selection (Master Building Site Plan)
( 3) Architect Award
( 4 ) Final Site Design
( 5 ) Construction Specifications and Bid
( 6 ) Construction Award
Because of the time necessary to reconcile the permitting
requirements of St . Johns River Water Management District it is
necessary to begin the preliminary engineering as soon as
possible. Attached is the proposal submitted by PEC for the
performance of the preliminary engineering related to the site
planning . This product will not only allow the permitting pre-
application but also provide the data critical to the reliability
of the architectural proposals .
As with other projects , a committee is needed to review the
proposals and bids . The committee would include: Mayor Dabbs ,
Jim Shira, Montye Beamer, John Boyd, and Ray Brenner. Staff to
the Committee will be Ivan Poston and Susan Swilley.

I respectfully request authorization to proceed with the
selection of the Engineering , Architect , and Builders Services
for the expansion of City Hall and Police Station Expansion
Projects .
If this selection method is acceptable, a motion to proceed would
be in order. If the Mayor or City Commission would like a
different member of the City Commission on the selection
committee or a change in the selection process , a motion to make
the change would be in order.

RE: Proposal for Engineering Services--Preliminary Engineering Related to Site Planning
Feasibility for Expansion of City Hall and Police Department Buildings
Gentlemen:
Professional Engineering Consultants, Inc. (PEC) is pleased to offer this proposal to provide
preliminary engineering services to the City of Ocoee related to the proposed expansion of
City Hall and the Police Department. The purpose of these services is to provide the City
and the City's Site Planner/Architect with necessary information regarding site opportunities
and constraints, roadway access, 100-year flood plain impact, compensating storage required
for any fill placed in 100-year flood plain, parking lot requirements, stormwater permitting,
water and wastewater service requirements and preliminary cost estimates. Specific issues
to be addressed by PEC under this authorization include the following:
(1) The feasibility of constructing a new roadway entrance to City Hall from Bluford
north of the Police Department;
(2) The feasibility of either: (a) relocating the drainage ditch on the north side of the
site; and/or (b) bridging the ditch with a culvert; and/or (c) pipe the entire existing
ditch and fill the lower area along the ditch with off-site obtained fill dirt to gain
additional useful site area; and/or (d) some combination of the above. Related
regulatory permitting/mitigation requirements will be evaluated as part of this item.
In order to complete this task, we will analyze the upstream drainage basin to
establish a rational basis for sizing any culvert or piping for the ditch.
(3) Evaluation of 100-year flood plain impact and any requirements for "compensating
storage" if fill is to be placed within limits of 100-year flood plain.
(4) The requirement for any dredge and fill permit will be determined.
(5) The feasibility of utilizing septic tank/drainfields for additional wastewater disposal
for the expansion, including possible relocation of existing on-site septic
tank/drainfields and, if required, review feasibility of utilizing wastewater lift station
and off-site force main to connect to City's wastewater system. A site wastewater
plan for the expansion will be completed.

(6) Necessity for potential water line/fire line extensions to serve expanded facilities. A
site water plan will be completed.
(7) Stormwater retention pond and related permitting requirements for this project.
(8) Pre-application meetings with pertinent regulatory agencies, such as SJRWMD, will
be conducted, and the results utilized in the above work items.
Within six (6) weeks of receipt of authorization to proceed, we will provide the City with
fifteen (15) copies of a bound report presenting the results of our work, including
appropriate site drawing(s) to convey the necessary information. We will also work with the
City's selected Site Planner/Architect to provide necessary data for the City to develop a
satisfactory Site Plan and a site development budget encompassing the above issues. Upon
completion of our work, all site/civil issues will be sufficiently addressed such that the only
remaining site/civil work effort required to be authorized would be the actual final site/civil
design authorization to accompany the Architect's building plans.
We propose to provide the necessary services under our continuing contract with the City,
with our services to be provided on an hourly basis with a not-to-exceed amount of$17,500.
We will provide our services on a timely basis to meet the City's schedule. An additional
allowance of$5,000 is also recommended to be provided for soils borings along the proposed
building pad areas, parking lot areas, the ditch area, and stormwater pond areas. The
geotechnical firm of Michael D. Sims and Associates, Inc. is proposed to be used for these
geotechnical services.
Enclosed are two copies of a proposed Addendum No. 91-3 to cover these services. We
appreciate the opportunity to serve the City on this important project. If there are any
