City Engineer/Utiliti Director SUBJECT: WWTP # 1 Abandonment - Project Design Addendum to PEC Contract The subject wastewater plant, located at the south end of Sleepy Harbor Drive, serves approximately 400 residences and the elemen- tary and middle school facilities. The plant consistently meets or exceeds state and county treatment standards, but it is an old plant, and our operational costs are increasing. We have determined that the plant can be taken off-line, and the sewage now being treated can be re-routed so that it is pumped to WWTP # 2 on A. D. Mims Road. This can be accomplished by instal- ling a new section of force main to deliver the sewage to our existing lift station at S.R. 50 and Bluford Avenue, from where it will be pumped to WWTP # 2. After the plant is removed from service, the plant property, and the nearby effluent disposal site, which together total approxi- mately 7 acres, can be utilized for other municipal purposes or sold. The attached addendum to PEC's contract is for design services related to this project. The construction will be accomplished by Utility Department personnel. WHEREAS, the CITY and CONSULTANT entered into AGREEMENT whereby the CITY retained the CONSULTANT to provide professional engineering services as required from time to time, and WHEREAS the CONSULTANT will perform consulting engineering services for the CITY as herein defined. NOW THEREFORE, in consideration of the mutual covenants and promises hereinafter set forth on the part of both parties to be kept and performed, the parties do mutually agree as follows: Section 1 - Services of the Consultant 1.1 The CONSULTANT shall perform the Engineering services as outlined in the attached proposal, dated August 7, 1991, relative to the provision of consulting services to the CITY. Section 2 - Compensation 2.1 Compensation by CITY for engineering services provided under this Addendum shall be computed under Paragraph 6.1.2.3 of the AGREEMENT, utilizing the Payroll Cost Times a Factor Method of Compensation with the compensation for this additional authorization not to exceed $11,329.00 as outlined in the attached proposal, without further authorization from the CITY. Section 3 - Time of Completion 3.1 The CONSULTANT shall provide the services within a 60 day period from the notice to proceed. Lakeshore Drive Ocoee, Florida 32761 RE: Proposal for Engineering Services for Wastewater Treatment Plant#1 Service Area Force Main Manifold System ReRouting and Related Improvements Gentlemen: We are pleased to present the attached proposal for Engineering Services related to the above referenced assignment. Our services on this assignment include preparation of construction plans and specifications, and preparation of the required permit applications for the proposed wastewater manifold system improvements recommended in the March 1991 Engineering Report prepared by PEC. Since the City has indicated the intention to construct the improvements with City forces, contract documents, bidding and construction administration services have been deleted from this proposal. Enclosed for your review are man-hour estimates included in Attachment A and cost estimates shown in Attachment B. We propose to perform the engineering services described herein, utilizing the actual hourly rates times a multiplier of 2.92 with a not-to-exceed figure of$11,329 without further authorization from the City. Surveying services and geotechnical support services are included in this proposal. The survey services proposed herein consist of aerial targeting and baseline profile at 100 feet intervals only.
