Gr J.Thomas Chandler,AIA Mr. Chandler is the Sr.Vice President for the Florida

Dan Fields,AIA Mr. Fields is the designated Project Director for
Project Director Schenkel&Shultz. His background in the design and
production of Municipal/Governmental Facilities for
Schenkel &Shultz will allow him to successfully direct
the project team. Dan will be the primary point of
contact for Schenkel&Shultz.

As evidence of our ability to control costs,we offer the following description of
our cost control methods and examples of recent projects:
The Schenkel&Shultz approach to cost estimating and cost control is based upon
two complementary methods. The first method involves our own internal cost data
410 files maintained on computer systems with information derived from past projects.
This information enables us to analyze a project with our consultant team during
the early program and schematic design phase to make realistic choices of building
systems. The building and costs will be analyzed from a systems approach
recognizing that controlling the cost of each system allows for a better control
of the overall budget. As an example,the structural cost is approximately 10%to
15%of the overall building cost. Each building system such as the roof system,
exterior walls,HVAC electrical,etc. can then be tracked in this manner. This
understanding of the individual systems is applied immediately at the start of
program and schematic design phases to insure that cost and aesthetics are
developed simultaneously. The Project Director then monitors the entire design
team for conformance with the established building systems and budgets.

The second method of monitoring costs involves the services of a professional cost
control consultant,Blundall Associates,Inc. We will involve Blundall
Associates,Inc.during the program review,schematic,design development and
construction document phases of the project to assist with the establishment of
detailed cost estimates and project budget parameters. Once again,the estimates
will be based upon individual building systems and provide a level of detail based
r upon quantity take-offs. This level of detail at the schematic and design
development phase of the project allows the entire design team the advantage of
making decisions based upon detailed cost information. The design team may then
adjust individual building systems as required to conform to the established
r project budgets.
r These examples represent our ability to control costs through the methodology
outlined above. We recognize that our success in controlling project costs is
4 directly attributable to the ability of our Project Director to control the
individual team members at all phases of the design process. It is therefore, a
combination of strong project management skills and the utilization of the tools
and methodologies outlined above which will enable Schenkel&Shultz to design the
City of Ocoee within the allocated budgets.

CIVIC BOULEVARD In order to provide a sense of a Civic Center for the City of Ocoee,
Schenkel& Shultz proposes to encapsulate the site with a Civic
Boulevard. This boulevard would provide a strong sense of entry and place
for the entire site. The boulevard ties together the the major elements
including the Police Station, City Hall,Community Center,Gazebo, and
Stark Lake.
CIVIC PLAZA Celebrating the connection to Stark Lake would be a Public Plaza linking
the Civic Boulevard,City Hall, and Stark Lake. The orientation of the
Public Spaces in City Hall and the Main Entry to City Hall would directly
be linked to the Public Plaza.
CIVIC CONNECTION Acting as a spine for the project, the connection between the existing
City Hall, the new City Hall,the Civic Plaza and the Police Station would
provide an important public element in the design scheme.
CIVIC TOWER Providing a landmark for the City of Ocoee, a Central Tower would mark
the Entry to the City of Ocoee Complex.
SERVICE LOOP The existing main entry to the City of Ocoee complex would become a
secondary service loop for the Fire and Police Department. This would
increase security and functional needs of the Police and Fire
Departments.
