OF THE OCOEE POLICE DEPARTMENT
MEETING HELD MAY 25,2017
CALL TO ORDER:
In the absence of Chairperson Santana, Member Laney called the meeting to order at
07:18 p.m. in the Commission Chambers of City Hall, located at 150 N. Lakeshore Drive.
Invocation led by Member Murray, Member Titus led the Pledge of Allegiance. Roll was
called and a quorum was declared.
PRESENT: Member Ball, Member Laney, Member Titus, Member Murray and Member
Garone. Also present are Lieutenant Scott Nylander, Recording Clerk Garza and
Recording Clerk Serrano
ABSENT: Chairperson Santana (absent unexcused), Member Hill (absent unexcused),
Member Vines (absent unexcused) Member King (absent excused) Member Bray (absent
excused)
APPROVAL OF MINUTES FROM THE MARCH 23, 2017 MEETING: Member
Garone motions to approve minutes, seconded by Member Titus. Board unanimously
approves.
UPDATE ON PULSE SHOOTING: LT. Nylander reports on the Pulse awards, three
officers received the medal of valor; one officer received the Chief's Commendation.
They were presented at the May 16, 2017 commission meeting. Member Laney wants
board to be advised if any officers to be recognized. Member Garone motions to have
dinner for Pulse responders, seconded by member Titus. Member Laney suggests $100
and seeking food donations. Member Garone suggests June 10, 2017 for lunch. Nylander
suggests catered lunch at the station. Member Garone motions for budget of$100. Board
unanimously approves budget and date for June 8, 2017.
COFFEE WITH A COP: LT. Nylander reports on coffee with a cop. West Orange
Creamery hosted. Member Laney asks for a reminder on events, LT. Nylander advises
the board all events are posted on social media. LT. Nylander introduces new event, milk
and cookies with reading with a cop at the West Oaks Library. This event will be held
every Thursday during the summer. LT. Nylander says Coffee with a Cop has been well
received. Member Laney asks if the department wants feedback from site Next Door.
Nylander says department welcomes any feedback.
UPDATE ON COMMUNITY PICNIC: Member Laney thanks Member Titus and
Member Murray for attending. Member King was also present. Member Laney says
Commissioner Keller was present, folding chairs at end of event. PM Member Murray is
impressed with Tiger Minor Park, has never been. LT. Nylander event was well attended

be hosted at another park.
PROMOTIONAL ITEMS: LT. Nylander says board started with 250 cups, has been
given out at each event, and was available at the picnic. Member Laney wants to purchase
more promotional items at the end of year if budget allows.
BY-LAWS REVIEW: Member Garone motions to table topic to next meeting, Member
Titus seconds, vote is unanimous. Member Laney wants the board to read by laws in
preparation for next meeting. Member Murray wants next email for meeting to contain
reminder about reading by laws. Member Laney wants notice of any community events
with department.
OFFICER OF THE QUARTER AWARD: Member Laney opens discussion, invites
members to read nominations. Member Titus nominates entry number two, Member Ball
seconds the nomination. Board discusses nomination. Member Laney calls for vote; vote
is unanimous for entry number two. Ofc. Kevin Birdsong is selected to receive the award
for Officer of the First Quarter. Member Laney wants to present certificate at commission
meeting.
CEMETERY RESTORATION DAY: Member Titus states he will be at the cemetery
tomorrow setting flags for Memorial Day. Member Laney wants clarification on why
cemetery restoration is on the board's agenda. Member Garone motions to table to next
meeting, Member Murray seconds. Board votes unanimously. Member Murray does not
believe cemetery restoration fits the CACOPD mission statement.
ESSAY CONTEST: Item suggested at last meeting, no action taken Member Garone
suggests topic to be law enforcement related, and geared to elementary or middle school.
Member Garone states with school year any essay and award would fall into next year's
budget. Member Laney discusses award for essay. Nylander states DARE program does
essay contest each year. Member Garone suggests further discussion at next meeting.
GENERAL DISCUSSION Member Laney wants clarification on Member Carol Heard
that was referenced in email. Nylander confirms email was inaccurate, advises board to
ignore. Member Laney introduces public. Warren Lewis introduces himself as retired
LEO, and states his credentials. He recently moved to Ocoee from Winter Garden. Board
welcomes Warren Lewis, invites him to apply to be board member. Member Ball asks
about status of department's accreditation, Nylander presents positive report. Department
will be assessed soon, August or September of this year. LT. Nylander states Ofc. Kerr
awarded Officer of the Year as voted by the board, Ofc. Scott-Marsh recognized for
community policing. LT Nylander advises board that city is hiring officers, three current
opening. LT. Nylander tells board about new park ranger. Member Laney states public
confusion on next door site about parking tickets. LT. Nylander states department is
