OF THE OCOEE POLICE DEPARTMENT
MEETING HELD JULY 27, 2017
On Thursday, July 27, 2017 the Citizens Advisory Council for the Ocoee Police
Department will meet at 7:00 p.m. in the Commission Chambers at City Hall, 150 N.
Lakeshore Drive. All interested parties are invited to attend.
CALL TO ORDER: In the absence of Chairperson Santana, Member Laney calls the
meeting to order in the Commission Chambers of City Hall, located at 150 N. Lakeshore
Drive. Member Laney leads the invocation. All recite the Pledge of Allegiance.
PRESENT: Member Laney, Member Titus, Member Murray, Member Garone. Also
present are Sargent Mireya lannuzzi, and Recording Clerk Maria Serrano.
ABSENT: Member Ball (absent unexcused), Chairperson Santana(absent excused),
Member Hill (absent unexcused), Member Vines (absent unexcused), Member King
(absent excused), Member Bray (absent excused), Member Lewis (absent excused)
QUORUM: Declared by Recording Clerk Serrano.
APPROVAL OF MINUTES FROM THE JUNE 22, 2017 MEETING: Member
Garone motions to approve the minutes from the June 22, 2017 meeting. Member Murray
seconds, with discussion of corrections. Correction for the June minutes, Member Murray
is listed as treasurer, Member Hill is the treasurer. Member King is the vice chairperson.
Member Santana is the chairperson. Member Murray is listed as being absent unexcused
for June, Member Murray's absence was excused. Motion approved unanimously.
PULSE DINNER: Sgt. Iannuzzi states only three members present. Local restaurant
Franco's catered the dinner. The officers received quilts from a California woman who
made quilts for all the first responders to the Pulse attack. Officers expressed they
enjoyed the meal. Sgt. Iannuzzi tells the board she has been sending email notification of
upcoming events, including flier attachments.
COFFEE WITH A COP: McDonalds hosted, Member Laney says she attended and
added the location to Trip Advisor. Next event is on August 23, 2017 at Kona Ice Sgt.
Iannuzzi tells the board the following Saturday is Stuff the Police car, volunteers
welcome from board. Sgt. Iannuzzi updates the board on the Poker Tournament, which
aimed to jump start the Toys for Kids in Need program, was very successful. The City
wide Denim Day was also a success, City employees were allowed to wear jeans for a $5
donation. Stuff the Police Car is the final Christmas in July event.

CASTING WITH A COP: Sgt. Iannuzzi states to the board that this is a first time event
at Starke Lake. Local business Get Hooked Bait and Tackle will be feeding the lake and
their employees will be at the event. FWC will also be providing their community affairs
trailer, bringing 100+ rods. 60+ children have registered. Currently on marine patrol the
SRO's will be back in school on August 14, the first day of school. The SRO's have been
ensuring safety on the lake.
COOKIES AND MILK WITH A COP: Member Laney compliments the event, very
entertaining, compliments Ofc. Strange. Member Laney says the children did fingerprints
and saw the crime scene van. Today was the last Cookies and Milk with a Cop event per
Sgt. lannuzzi. Sgt. lannuzzi tells the board that donations from local Publix, Subway and
Chick-fil-A helped make the event successful.
TEEN ACADEMY: Sgt. Iannuzzi informs the board the academy took place in July and
was a successful event of 30+kids.
SUMMER GAMES: Sgt. Iannuzzi updates on the games, which took place at Jim Beech
rec center. Officers played various games with the kids and provided pizza and drinks for
the camp. This event will occur during winter spring and summer break. In addition to the
Summer Games the SRO's have been doing Pop up Games every Friday throughout the
city, going to different parks and playing games with local kids.
FACEBOOK LIVESTREAM: Sgt. Iannuzzi says it has mostly been traffic
enforcement; live feed was also posted during marine patrol. Sgt. lannuzzi says some
feeds have ten thousand or more views. Officers are able to answer questions as they
come in. Member Garone states he follows Twitter and Facebook and finds the 9 o'clock
Lock your Door alert useful. Sgt. lannuzzi says that particular post gets at least lk likes
and lots of shares. Member Laney says she reported complaints; wants to know if these
are welcome. Sgt. Iannuzzi welcomes any complaint especially if complaint with an
officer. Advises the station can be called to speak with internal affairs. Member Laney
says she will encourage residents to report complaints. Member Laney asks about dog
shooting. Sgt. lannuzzi states she cannot comment. Once any investigation is complete it
will be public record. States no officer wants to be in this position. Member Titus
suggests officers can use their Taser. Member Garone counters that any officer cannot
take the chance. Sgt. Iannuzzi asks that the board remember multiple perspectives, even
where video is taken. Member Laney says she is speechless about the incident. Sgt.
Iannuzzi states any time weapon is discharged an investigation will take place. Member
Laney wants info when something like this happens. Sgt. Iannuzzi says it's hard to
notify because some stories make press some do not. Sgt. Iannuzzi says the department
has seen lots of posts about pepper spray, is not an issued item any more. Member
Garnone asks about body cams. Sgt. Iannuzzi states there is a grant, the department has
several and it is in the pilot process. Sgt. Iannuzzi says most officers would welcome
wearing body cams. Sgt. Iannuzzi states there is nothing more she will be saying on the
matter.

OFFICER OF THE SECOND QUARTER: Member Garone moves to review
nominations. Two nominations were received. Member Laney says she appreciates the
nominee who carries stuffed toys. Member Laney asks if PetSmart will be donating
stuffed animals, are given for Toys for Kids in Need and any extra given to officers to
carry for children. Member Garone nominates the second entry, Member Murray
seconds. Member Titus nominates the first entry, Member Laney seconds Member Titus.
Member Murray says the second nomination shows compassion. Member Laney calls for
vote, nomination tied. The members review the bylaws for tie breaker; it is not in by
laws. Decision needed tonight for award to be given at the second August commission
meeting. Member Garone motions to revote, the Board votes 3/1 for the second
nomination, Ofc. Edward() Hernandez. Award to tentatively be presented on August 15.
GENERAL DISCUSSION/NEW BUSINESS: Member Laney wants to know if the
board needs to meet monthly or every other month. Previously the board met every
quarter. Member Garone open to discussion, proposes we table for absent members. Add
to agenda for August meeting. The board begins discussion of the attendance of board
members. Sgt. Iannuzzi states for the record that Member Titus' absence in June is
excused. Sgt. Iannuzzi expresses the importance of the board members who have duties
to the board to be present. Member Laney says she is concerned about the unexcused
absences. Member Laney suggests to table item for next agenda to discuss amending
bylaws. Member Murray states that as a member of other city boards three absences is a
lot other boards only allow two consecutive absences before dismissal, he further states to
get stuff done the group must meet frequently. Member Garone says attendance and
frequency should be addressed with the board. Member Laney mentions a Neighborhood
Safety Summit. She mentions drones and drone laws that homeowners are concerned
about. Member Garone suggests a shopping safety event during the holidays at local
retailers. Sgt. Iannuzzi agrees it is a good idea. Sgt. Iannuzzi will send email about
attendance to the board and if the chair person will be removed. Member Laney wants
the board to reach out to the chairperson before voting to remove. Member Laney opens
discussion on budget, says board should spend money in a worthwhile manner so that it
will not be lost. Member Laney wants to purchase gift cards to use next year, Sgt.
lannuzzi states that money cannot carry over from one fiscal year to the next. Sgt.
lannuzzi discusses about meeting in public place and asking questions from the public.
Member Garone mentions "stop, start, continue" method that can be used to survey the
public. Member Laney wants a line on water bill to a survey about upcoming events from
the department. Sgt. Iannuzzi states the board needs to determine what exactly should be
on it. Member Laney suggests doing a paper survey at the Tom Ison Senior Center.
Member Garone suggests showing the seniors money gram scams. Member Laney says it
would be good to do in fall before the holidays. Member Laney suggests inviting Carlos
Morales of the Orange County Consumer Fraud Unit to speak at the senior center, she
suggests providing refreshments. Member Garone motions to vote on senior center event,
Member Laney seconds. Sgt. Iannuzzi advises the board their budget may not allow for
lunch at this event and will have to confirm with treasurer. Sgt. lannuzzi suggests waiting

for the new fiscal year. Discussion of the true budget total ensues. Sgt. Iannuzzi mentions
subcommittees that the board has developed, says the matter should be discussed when
more members are presents. Sgt. Iannuzzi encourages the board to have one signature
event. Member Garone suggests based on finances October would be good time for the
senior event. Sgt. Iannuzzi says there are several items that should not continue to carry
over beyond the August meeting. Member Garone says we can provide dessert, Sgt.
Iannuzzi tells the board most people are present during bingo on Mondays and that would
be a good day to have the event. Member Garone motions for October event, and finalize
event in August. Member Murray seconds, Member Titus says a flier can be posted on the
bulletin board at the Senior Center. Member Laney wants to post in The Observer, Sgt.
lannuzzi says the board can work with getting the event noticed by the Chamber of
Commerce, the water bill and social media. Board vote is unanimous. Sgt. Iannuzzi gives
the board information on BBQ for the Blue event; it is not Ocoee police department
event. Local radio station 103.1 The Wolf is hosting. This event is free for first
responders; with a badge their meal is free, a small fee for others. This event will benefit
the Wounded Officers Initiative, a local nonprofit. Sgt. Iannuzzi tells the board she will
be live on radio tomorrow morning. She will be giving information on Stuff the Police
Car and BBQ for the Blue. Volunteers are welcome; the CACOPD can set up table. Sgt.
Iannuzzi tells the board the Chaplain unit meets quarterly and has three signature events.
The Chaplains will be hosting breakfast with the crossing guards during their training.
The Chaplains organized Remembrance Around the Flag Pole to kick off Police Week.
Their final event is to fix a part of the city, Pig Alley Trail near Spring Lake Elementary.
The Chaplains walked the trail and found the fences have graffiti and there is broken
glass along the trail. The group will be working two weekends before school starts. The
Chaplains secured $2500 in donations from Lowes. The Chaplains will be bringing
volunteers from their respective churches for cleanup, painting the wall and painting a
mural. Sgt. Iannuzzi tells the board Highpoint Church took before drone video and will
posting a video once the project is complete.
