SUBJECT: Solid Waste Analysis

In an effort to track the progress and changes being made within
the Solid Waste Department, City staff evaluated services and
expenditures from October 1, 1991 through December 12, 1991 . This
included not only an analysis of the financial status, changes in
policies and procedures, landfill costs and regulations in Orange
County and in surrounding counties but also the changes to the
structure resulting from Ordinance No. 91-29 and Resolution No. 91-
17 .
Staff has also reviewed various options for better service. One
proposal as presented here should ease the additional cost to our
customers of bulk and/or special pick up items along with
increasing our own efforts in the recycling of yard waste and the
beautification of the City.
Financial Status
The deficit balance in Solid Waste has continued to decrease and is
now approximately $80,000 . This reduction is due to (1) our
continued efforts to decrease landfill and other operating
expenditures, (2) the increase in rates and (3) the sale of
recyclable material .
Additional bulk charges of approximately $1 , 900 have been billed
since October 1, 1991 . Newspaper and white goods have produced an
additional $325 in revenue.
Staff is currently researching the possibility of an agreement to
sell recyclable newspaper on a regular basis. Also, recent
increases at current yard waste landfill have forced a re-
evaluation of the most cost-effective site.
Changes in Procedure
Staff has implemented a customer service complaint program that has
proven to be both effective and efficient . As of October 1 , 1991
complaints were high (approximately 108 per day) but have decreased
considerably (approximately 8 per day) . Customer information
sheets have been designed (copy attached) and are given to all new
customers. They are available upon request to all citizens as
well .
Code Enforcement procedures have also been established. Since
October 1, 1991 there have been eight (8) cases served through Code
Enforcement . All eight cases complied with requirements for clean
up and pick up.
Landfill Costs and Regulations
Independent landfills located in Orange County have begun to
increase their rates in the yard waste area. Acceptable and
unacceptable waste has become an issue. One example of this is
whether or not grass clippings are to be bagged. Another is the
treatment of mixed loads as of January 1, 1991 . Heavy fines are
being proposed for all trucks containing both Class I and yard
waste.
Proposal
After review of complaints about bulk services and excessive yard
waste, Staff would like to recommend an additional service to be
provided to customers at no additional charge. The proposal is as
follows :
All excessive yard waste and bulk items such as tree limbs, white
goods and old furniture could be delivered to a designated location
on Saturdays from 8 :00 a.m. to 12 : 00 p.m. and on Sundays from 12 :00
p.m. to 4:00 p.m. The site would be operated by two (2) Solid
Waste employees to be paid overtime wages; the approximate cost
would be $22 , 510 . 80 annually. The site would also be equipped with
the chipper and a Solid Waste truck to insure quick collection,
processing and removal from the site.
Citizens choosing to utilize this option should be required to show
a City of Ocoee Utility bill and proper identification. This would
deter use from citizens of surrounding areas .
If the customer wants solid waste to pick up the additional items
at curbside, the charges for that service under the current rate
structure would remain.
In addition to the proposed program Staff has arranged a site at
the Wastewater Treatment Plant on A.D. Mims Road for the delivery
of Christmas trees . Citizens may bring their trees here at no
additional charge. This would be from December 26 through January
7 , 1991 . The service will be described on the next utility bill as
well as be advertised. The trees would be chipped into mulch and
recycled into our City Parks .
Direction Requested
Staff respectfully requests your direction or approval in pursuing
this alternative to bulk curbside pick up.

CITY OF OCOEE SANITATION INFORMATION
PLEASE READ ALL INFORMATION ON THIS HANDOUT CAREFULLY.
Pursuant to Section 11-8 of Chapter 11 of the Code of Ordinances
of the City of Ocoee, the base rate for residential garbage
collection services is $18.00 per month for two (2) Class I pick-
ups per week with a limit of three ( 3) thirty ( 30) gallon
containers per pick-up, one ( 1 ) yard waste pick-up per week with
a limit of three (3) lawn bags per week, and one ( 1) recycling
pick-up per week. Please place your garbage and/or your recycling
bins along curbside no earlier than 5:00 p.m. the day prior to
pickup and all recepticals should be removed and placed in an
inconspicuous place no later than 7 :00 p.m. on the day of pickup.
Customers exceeding the per pick-up limit for containers shall be
charged $2 .50 for each additional Class I thirty (30) gallon or
less container that is picked up by the City. Customers exceeding
the per pick-up limit for lawn bags of yard waste shall be charged
$1 .25 for each additional lawn bag, up to a maximum of five (5) .
Over five (5) additional lawn bags shall be considered a bulk pick-
up.
The City of Ocoee Sanitation Department will pick-up special items
such as large limbs, building materials, furniture, carpet and foam
backing, automobile parts and appliances. These are considered
bulk pick-ups and are subject to the following charges:
Minimum charge $20.00
One half ( 1/2 ) truckload 60. 00
One ( 1) truckload 80 . 00
To schedule the special bulk pick-ups call 656-2322 . If you decide
to dispose of the above mentioned items yourself, you can deliver
them to the Porter Transfer Station, on the corner of White Rd. and
Good Homes Rd. for further information call 295-2412 . Hazardous
waste materials such as tires, batteries, paint cans, shingles and
large quantities of oil can be disposed of at the Orange County
collection site located at the corner of Curry Ford Rd. and Dean
Rd. for further information call Orange County at 273-3730 .
Reasonable amounts of used oil will be accepted at the City
Maintenance Garage off of Flewelling between the hours of 7 :00 a.m.
and 4 :00 p.m. Monday through Friday. This service is provided for
residential customers only and there is no charge.

CITY OF OCOEE RECYCLING PROGRAM
The State of Florida has mandated, by 1992 , a thirty percent ( 30%)
reduction in the solid waste mainstream disposed of in our
landfills. To meet this mandate the City of Ocoee has implemented
a recycling program. We would appreciate your cooperation in this
program.
The City provides each residence with two bins. In the GREEN bin
marked MIXED RECYCLABLES, place plastic containers (e.g. cold drink
bottles, water and milk containers) , all glass containers, and all
cans. Please rinse and remove all labels from containers. These
are the ONLY items that should be placed in the GREEN bin.
In the ORANGE bin marked NEWSPAPER, place newspaper ONLY.
Beginning October 14 , 1991 old telephone books will be accepted
along with newspapers for recycling. This extra service will be
provided until March 13, 1992 . All other paper goods are not being
collected at this time for recycling.
To request bins for recycling, please call 877-8420 or 656-2322 .
