SUBJECT: ARCHITECT SELECTION - MUNICIPAL COMPLEX
On May 29 , 1992 , the City Commission received the list of seven who
submitted proposals for the Architectural Services for the
Municipal Complex. Attached as Exhibit 1 is the detailed
evaluation on each proposer. The evaluation was based upon the RFP
criteria .
The four short-listed proposals were also made available on May 29 ,
1992; their ranking was as follows:
( 1 ) C. T . Hsu & Associates
( 2 ) William Zettel & Associates
( 3 ) Stottler, Stagg & Associates
( 4) The Scott Companies
These top four firms were given copies of the Ocoee space needs
assessment study. Each firm made arrangements to review the
conceptual design before their oral presentations to the Architect
Selection Committee on April 24, 1992 . Areas requested to be
covered during presentations included:
( 1 ) Suggestions for best approach to renovation/new construction;
( 2 ) Response to Space Needs Assessment (adequacy of future space ) ;
( 3 ) Reaction to the conceptual design - how does it fit their
review of the City' s needs assessment and their concept of the
site?
On Wednesday April 29 , 1992 , the Committee discussed these written
proposals and oral presentations according to the criteria listed
in Exhibit 2 . This analysis included the firm' s apparent knowledge
of the space needs and site opportunities . Site visits were
at
arranged for the Committee to review structures designed by these
Architects .
On June 5 , 1992 , the Committee ranked the four based upon written
proposals, oral presentations, reference investigation (Exhibit 3 )
and site visits . The rankings are as follows :
( 1 ) C. T. Hsu & Associates
( 2 ) William Zettel & Associates
( 3 ) Stottler, Stagg & Associates
( 4 ) The Scott Companies
Additionally, these firms were made aware of a presentation to the
Commission on June 16 , 1992 .
Action Requested
The Review Committee respectfully requests that the Mayor and Board
of City Commissioners ( 1 ) hear the firms ' presentations, (2 ) rank
the firms , if possible, or set a date-certain for Commission
ranking, and ( 3 ) when appropriate, authorize the Architect
Selection Committee to proceed with negotiations with the
top-ranked firm.

PHYSICAL DESCRIPTION:
SITE PLAN:
• New facility should encourage visibility of and proper entry
into site. This goal is hindered as long as the existing
police station remains, thus blocking public view into
complex.
• The use of landscaping and courtyards to link various
elements, and to take advantage of the natural slope of the
site.
• Possible swap of the police department with the present city
hall .
• Facility should not be in the existing park area.
• Separation of public traffic from Public Safety (Emergency)
vehicles .
• Move entrance to complex to the south between Fire Department
and Withers-Maguire House.
• "Campus" arrangement - perimeter parking with walkways to all
buildings .
• Heavily landscaped "courtyard" .
•
• Heavily landscaped parking - tree cover.
• Description of treatment of existing ditch.
• Treatment of stormwater retention. Not purely conceptual.
BUILDING:
• Exterior should reflect a blending of styles within the site.
• The new facility should anticipate a future renovation of the
existing community center.
• An outside porch element similar to the one at the Withers-
Maguire House would be useful . This area can be used as an
overflow area for heavily attended Commission meetings .
• Buildings should be a departure from the rectangular form of
the present buildings.
• Orientation of facility towards Starke Lake.
• Exterior of building should blend with existing styles on
site, but a literal replication of the Withers-Maguire House
could not work as a practical and suitable design.
• Description of phasing of new construction and renovation.
• Possible drop for utility payment .
INTERIOR DESIGN:
• Public areas should be warm, inviting and calm.
• Theater style fixed seating would benefit the Commission
Chambers .
• Commissioners bench should be designed so that seated
officials are at eye level with the back half of the audience.
Does not want to see the Commission looking down on the
audience.
• Sound system in and around Commission chambers should work to
the benefit of hard-of-hearing citizens.
• Visibility for media cameras is important in the Commission
Chambers.
• The Commissioners bench should be flat surfaced, without a top
edge . This gives the public a better view of the seated
officials .
• Public spaces should have the priority of the lake view -
would like to see the Commission Chambers oriented such that
the view can be appreciated by the citizens in the chambers .
• The new facility needs to be comfortable, and adequately
suited to the working needs of the city employees .
• If design allows, (2 ) smaller Commissioners ' workrooms needed
instead of ( 1 ) larger room. Adequate storage space is needed
for this area.
• The project budget takes highest priority.
