RE: SILVER BEND THROUGH STREET TO MAGNOLIA SPRINGS
In May, at the City Commission meeting Commissioner Johnson brought
up his concerns regarding the through street condition as a result
of the lining up and connection of Silver Bend Boulevard in our
City with Natchez Trace Road in Magnolia Springs , Orange County.
At that meeting Commissioner Johnson expressed concern over the
additional traffic that would be coming on to Silver Star as a
result of this condition; he further questioned whether the initial
plans approved by the City on March 1 , 1990 , showed the connection
of the road. As part of my report, 1 have included two things :
( 1 ) A map that 1 have in my possession of Silver Bend dated
March 1 , 1990 , that clearly shows a right-of-way for a through
street; and
( 2 ) I asked members of my staff to give me their opinion and
suggestions as to whether the closure of Silver Bend Boulevard
at the end of Silver Bend Drive would be a good or bad thing
and why; those memoranda are attached and clearly recommend
the continued opening of this roadway for a number of reasons
expressed therein.
Therefore, it is respectfully suggested that this roadway be
continued as-is and that a strict policing of this road begin
immediately to avoid the misuse or speeding on this road until such
time that this development grows .

SUBJECT: STREET CLOSURE - SILVER BEND RD. AT NATCHEZ TRACE
In viewing the area of location of these streets , it is my findings
that by closing Silver Bend/Natchez Trace, could limit emergency
vehicles access from both directions. Anytime you can cut down
on travel time from Point A to Point B is saving precious time
for an emergency victim.
It would be my responsibility as Police Chief to control (if present)
the excessive violation of traffic laws (i .e. , speeding, reckless
or careless driving) .
It is my recommendation not to close this Street.

SUBJECT: Street Closure
Silver Bend Road at Natchez Trace
As requested, Ray Brenner, John Boyd, Ron Strosnider, Bruce Behrens and I checked this
intersection to determine whether it should be closed to through traffic or not.
It is our unanimous recommendation that the intersection be left open to through traffic.
Silver Bend Road/Natchez Trace is a connecting road between Silver Star Road and White Road,
but is too convoluted to function as a collector road. For this reason, I do not expect this road
to become a "short cut", but it will allow local traffic easy access to White Road and Silver Star.
In addition, both the Fire Chief and Police Chief feel that this road provides a much-needed
secondary access into Silver Bend.

Sir,
I fully concur with City Engineer/Utility Director Jim Shira
concerning the above issue. The closing of this intersection
will obliterate a secondary access into the Silver Bend
Subdivision, thus creating a problem in the event the primary
access should be blocked.
I recommend that this intersection be left open to through
traffic and emergency vehicles .

matter.

Public Works has been monitoring , periodically, this area and we
have met with Mark Massaro, Orange County Traffic Engineering
Manager, to discuss this very issue. He felt , and I agree , that
since the four way stop was installed, this would deter traffic
coming from Magnolia Springs , which is county, through the Silver
Bend subdivision.
Therefore , based on our observations, it is respectfully requested
that this roadway be left open to through traffic , thus creating a
secondary access for Silver Bend.

SUBJECT: Proposed Street Closing - Natchez Trace (at Silver Bend Subdivision)
BACKGROUND
The Final Engineering Plans for Silver Bend Subdivision were approved on February 20,
1990. The plans included the connection of a local in Silver Bend to a local street in
Magnolia Springs, an adjacent subdivision in Orange County.
A pre-construction conference was held on September 13, 1991 and work on the
infrastructure has been completed.
DISCUSSION
The Ocoee Subdivision Code, P. 20 Article VI, Section 6.3.3, Continuation of Existing
Street Pattern, states "The proposed street layout shall be coordinated with the street
system of the surrounding area. Streets in the proposed subdivision shall be connected
to dedicated streets in adjacent areas where required to provide for proper traffic
circulation." (See attached)
For the past four years, it has been commission policy to require subdivisions to have
two entrances for health and safety reasons.
RECOMMENDATION
The Director of Planning recommends that no further action be taken on this issue.

Bridge design shall conform to the design criteria of the latest edition, AASHTO
standard specifications for highway bridges.
Prior to design of bridges, the developer's engineer shall submit design load criteria to
the city engineer for approval.
Materials and methods of construction shall conform to the department of transporta-
tion standard specifications for road and bridge construction, latest edition.
(j) Clearing. All roadway rights-of-way shall be cleared and grubbed in accordance with
Orange County road construction specifications, latest edition, unless plans for selec-
tive clearing and grubbing are submitted and approved by the city engineer.
6.3.2. Cul-de-sacs.

6.3.3. Continuation of existing street pattern. The proposed street layout shall be coordi-
nated with the street system of the surrounding area. Streets in the proposed subdivision
shall be connected to dedicated streets in adjacent areas where required to provide for proper :
traffic circulation.,`
6.3.4. Street access to adjoining property. Street stubs to adjoining unplatted areas shall be
provided when required to give access to such areas or to provide for proper traffic circulation.
Street stubs in excess of two hundred fifty (250) feet shall be provided with a temporary
cul-de-sac turn-around.The developer of the adjoining area shall pay the cost of restoring the
street to its original design cross-section and extending the street.
6.3.5. Intersection design. Streets shall be laid out to intersect as nearly as possible at right
angles. Multiple intersections involving the juncture of more than two (2) streets shall be
prohibited. Sight distances from any intersection shall be in accordance with the Florida
Department of Transportation "Manual of Uniform Minimum Standards for Design, Con-
struction and Maintenance for Streets and Highways" (green book).
•6.3.6. Subdivision entrance roads. Intersections created by construction of subdivision en-
trance roads connecting to existing arterial and collector roads may require improvements(to
be specified by the DRC),such as deceleration/acceleration lanes,left turn lanes,by-pass lanes
and signalization. The criteria for determining the need for such improvements will include
existing and projected traffic on both roads, horizontal and vertical alignment of the road to
which the entrance road is to be connected, future road improvement plans, sight distance,
and other criteria deemed appropriate by the City of Ocoee. Recommended intersection
improvements will be addressed by the development review committee and considered by the
planning and zoning board and the board at the preliminary subdivision plan public hearing.
6.3.7. Pave to nearest paved road All lots shall front on a paved road. A development shall
abut, or have its primary access on, a street paved to city standards of this regulation. This
street shall be paved by the developer from the entrance of the development to the nearest
