This site (the open space west of the Community Center) is above the 100-year flood elevation. To review further the soils suitability and the possible building placement requires additional work to be accomplished by the geotechnical engineer, the civil engineer, and the architect . Their respective proposals are attached for review. To summarize the proposed costs: Geotechnical Engineering $ 4,245 . 00 Civil Engineering 2 ,462 .00 Architectural Services 18,000 . 00 Total $24,707 . 00 The additional work would take approximately two months to complete. Once completed, the conceptual design for this area originally reviewed by the City Commission over a year ago would be detailed as to necessary soils work, placement of building, parking, retention pond, type of structure, and interior lay-out. As shown in this original conceptual design the Police Department would be located in the area of the existing City Hall; the existing police structure remains . Additional design would be necessary to change the ingress/egress and add parking to the design currently contemplated on the schematic for the Police Department presented to the City Commission on October 6, 1992 . Earth work would still be necessary since the existing City Hall was built partially on muck. City staff does not recommend the use of this alternate site as it removes green area from the campus - a green area utilized for special events, balloon launching, T-ball, to name only a few activities. The current schematic allows shared infrastructure for The Honorable Mayor and Board of City Commissioners October 16 , 1992 Page Two the two new buildings, and ultimately this means less cost . A retention pond larger than the one now described may be necessary; however, the current site can be reconfigured to provide this Department of Environmental Regulation requirement . Action Requested: The Honorable Mayor and Board of City Commissioners, upon review of the additional costs and time associated with the alternate site, reject its use and authorize staff to continue with current schematic . Nodarse & Associates, Inc. (IJN) is pleased to present this proposal for completing a subsurface exploration and geotechnical engineering evaluation for the above-referenced project. The purpose of the exploration is to obtain geotechnical engineering data to assist in the design of foundations for the proposed City Hall at the above-referenced site. This proposal outlines our understanding of the project, presents a recommended scope of services, and contains a time and cost estimate for providing those services. SITE & PROJECT DESCRIPTION The site is located on the western shore of Starke Lake near the intersection of Bluford Avenue and Oakland Ave. in Ocoee, Florida. The existing City of Ocoee Public Administration Complex is located in this general area west of the lake and east of Bluford Ave. The existing complex consists of a Fire Station, Police Station, Community Center and an existing City Hall Structure. A previous study by UN for a proposed City Hall site just east of the existing City Hall structure encountered a buried muck deposit which increased the anticipated budget for the new structure as well as complicated the building schedule. After review of the complications caused by the poor soil conditions at the original City Hall site, an alternate site was selected. The new site is located south and slightly east of the previous site in a grassed area. The site is undeveloped except for a small gazebo in the southwest corner. An existing structure which houses the City's Community Center is located immediately west of the alternate site. The alternate site appears to be slightly higher and somewhat further from the shore of Lake Starke. For the purposes of this study a tentative site plan provided by the City of Ocoee is being used to developed the service scope. The structure is assumed to be a maximum of 2 stories and of conventional block or concrete construction. No unusually heavy loads are anticipated for the structure. PROPOSED SCOPE OF SERVICES The proposed scope of services is based on the supplied information, the assumptions stated above and our experience in the area with sites and projects similar to this one. Two scopes are presented for your convenience. The primary scope includes services required to evaluate the site and to provide recommendations for building design and construction if no muck or peat is encountered at the alternate site. The primary scope also includes services to evaluate the parking area and a wet stormwater detention area. The optional scope includes those services required to evaluate and define the extent of any muck or peat encountered at the site, much like what was done at the existing site. Our primary exploration is planned to contain the following: • Stake boring locations at the site. • Mobilize truck mounted rotary drilling equipment to the site. • Perform 2 Standard Penetration Test (SPT)borings to an average depth of 35 feet and 2 SPT borings to an average depth of 25 feet in the proposed structure area. • Perform up to 8 hand auger borings to an average depth of 6 feet in the roadway and parking areas. • Perform 2 machine auger borings to an average depth of 20 feet in the proposed wet detention areas. • Perform visual classification and required laboratory testing of the soil samples obtained from the SPT borings. Laboratory testing may include grain size and/or Atterberg limit analysis to verify visual classification of soil types. Permeability testing is not included in this scope since wet detention stormwater management is anticipated. Project No. 92-0333 Page 3 • Analyze the field and laboratory data to develop engineering recommendations for foundation pavement and stormwater pond design. The optional scope of additional service to be performed if muck or peat is encountered will include the following: • Provide equipment and an operator to excavate test pits at the site to evaluate the depth of shallow peat or muck deposits. • Provide up to four hours of senior technician time to perform shallow hand auger and muck probes to further evaluate shallow muck or peat deposits. • Analyze the test pit and muck probe data to provide preliminary unsuitable soil quantity estimates for project earthwork estimates. The exploration will be supervised by a qualified Geotechnical Engineer registered in the State of Florida and the results of the exploration will be presented in a geotechnical engineering report. This report will specifically offer recommendations on the following items: • Existing site conditions. • Exploration, testing, and sampling methods. • Subsurface soil conditions encountered and soil classifications. • Depth to groundwater at the time of the exploration and estimated seasonal high groundwater levels. • Foundation design recommendations including estimated settlements, allowable bearing pressures,"and feasible foundation types. • A discussion of general site preparation techniques, fill compaction, etc. • A discussion of muck removal techniques and quantity estimates if the optional scope is required. PROJECT SCHEDULE Based on our present schedule, we have scheduled to mobilize to begin the field operations on this project within about 4 working days of this proposal date. We anticipate the field portion of the study to be completed in approximately 2 to 4 days depending on the need for the optional services. Engineering analysis, necessary Project No. 92-0333 Page 4 laboratory work, and report preparation should be completed within approximately 10 days after the completion of field work. However, due to the nature of the project, we will verbally transmit our evaluation and recommendations as they are developed and will prepare an interim report after the field data is obtained if you so desire. ESTIMATED COSTS A cost breakdown for both the primary and optional scopes of service are attached to this proposal. As we have done in the past, the final cost of services will be computed from actual units of work performed in accordance with our normal Fee Schedule. For budgetary planning, we estimate the total cost of services for the described primary exploration will be approximately $3425.00. Our budget estimate for the additional optional scope would add about$820.00 to the total project cost. We will also keep you and the design team informed as data is developed at the site so that if conditions are encountered which will preclude the use of this alternate site, further exploration of the site can be halted to conserve whatever funds have not been expended at that time. In computing this budget figure we have assumed the site is accessible to our truck mounted drilling equipment, that we have right of entry to the site, and that we will not experience excessive delays due to rubble at borehole locations or for other reasons beyond our control. If such conditions are encountered that could cause the cost of the exploration to exceed the budget figure, we will notify the client and obtain approval for the additional work before we proceed. INSURANCE LIN maintains appropriate levels of workman's compensation, employers liability and collision insurance. Further, we maintain an Errors and Omissions Professional Liability Insurance policy which provides a coverage for up to $1,000,000.00. Certificates of insurance can be supplied to you upon request. The cost of these insurance coverages is included in the quoted fees. AUTHORIZATION To authorize us to proceed with this project, please execute and return to us both copies of the attached Agreement for Services or a copy of your Contract. Subsequently, we will sign and return one copy to you. If authorization is indicated by your Contract, the document should reference our proposal by number and date. Authorization should be indicated by the person or firm responsible for payment of our invoice. Please note the attached Agreement for Services forms a part of this proposal and that our terms are Net 30 Days.
