Because of the extensive paperwork involved, it was not physically possible to prepare the ordinances, staff reports and associated materials in time to include them. Since this is the first reading, you will still have ample time for review before the public hearing dates as listed in the memo. Rosenthal, City Attorney 0 /U DATE: November 24, 1992 RE: Ordinances Nos. 92-23 through 92-77/ Annexation and Zoning Ordinances Attached hereto are Ordinance Nos. 92-23 through 92-77, inclusive, which are scheduled for first reading on December 1, 1992 . The second reading and public hearing in connection with each ordinance is scheduled as follows: Monday, December 14, 1992 at 7 : 30 p.m. : Ordinance No. 92-23 through 92-47, inclusive. Tuesday, December 15, 1992 at 8: 30 p.m. : Ordinance No. 92-48 through 92-61, inclusive. Wednesday, December 16, 1992 at 7 : 30 p.m. : Ordinance No. 92-62 through 92-77, inclusive. Each Case Number involves the consideration of two ordinances, except for Case No. 2-072R-92 : Britt Farms - East which involves a rezoning only. The first ordinance in each case will be an annexation ordinance. The second ordinance in each case will establish the initial City of Ocoee zoning with respect to the property annexed by the previous ordinance. In connection with the second reading and public hearing on each of the ordinances, the Planning Department will provide the City Commission with a detailed staff report regarding each Case Number. The discussion of annexation and zoning will be combined in a single staff report with respect to each case. The Planning Department will be recommending that the City Commission approve Ordinance Nos. 92-23 through 92-77, inclusive. R A. �t L 1' = Y E A R S =' 1)U • On November 16 and 18, 1992 , the Planning and Zoning Commission held public hearings on each application for annexation and/or rezoning. These hearings were held under the applicable Case Number. The recommendations of the Planning and Zoning Commission will be set forth in the Planning Department Staff Report to be provided to the City Commission. Staff recommendations will in some instances deviate from the recommendations made by the Planning and Zoning Commission. Additionally, the minutes of the Planning and Zoning Commission meetings will be available prior to the first City Commission Public Hearing on December 14, 1992 . In connection with most of the annexations, the City Commission will also be presented with an Annexation Agreement. The Annexation Agreement will address the ability of the City to provide municipal services to the property proposed for annexation. If applicable, each annexation agreement will also address: (i) the conveyance of road right-of-way, easements and other interest in real property to the City, (ii) the provision of sanitary sewer service, (iii) the provision of potable water service, (iv) drainage issues, (v) acceptance of reclaimed water and (vi) compliance with the Land Development Code. Each Annexation Agreement will be considered by the City Commission in connection with its consideration of the applicable annexation ordinance. It is requested that you save the attached copies of the annexation and zoning ordinances and bring them with you to the public hearings on December 14-16, 1992 . The ordinances will not be reduplicated for the public hearing. Your cooperation in retaining the ordinances will save duplicating costs and staff time. Any questions regarding the annexation and zoning ordinances should be directed to Bruce Behrens.
