Subject: Approval of a resolution to rename the street originally platted a "Lyman Avenue" to
"Lyman Street" (District 2: Wilsen).
Background Summary:
As currently identified by city street name signs, Lyman Avenue and Lyman Street form an approximately
1,410 foot long road in north-central Ocoee. The road consists of a north-south segment, approximately
1,150 feet in length, and an east-west segment, approximately 260 feet in length. "Avenue" is the official
road suffix of the north-south segment based on the Seegar Subdivision plat of 1925. The east-west
segment is not labeled on that plat or any other in this neighborhood. All existing buildings are addressed
to the north-south segment. Variations between the use of "Avenue" and "Street" exist for assigned
addresses for the road in databases maintained by utility service providers. CenturyLink uses "Lyman
Avenue." Duke Energy, Spectrum Cable TV and City of Ocoee water billing use "Lyman Street." These
two names are considered by the Orange County 911 Agency to be the same, which causes problems
for emergency service address databases. Staff has notified all affected property owners in writing.of the
proposed change as well as the date and time of the public hearing.
Issue:
How should the City Commission resolve the street name confusion produced by the duplicate and
ambiguous use of"Lyman Street" and "Lyman Avenue" to refer to the same roadway?
Recommendation:
Staff recommends the City Commission adopt a resolution to name the entire road Lyman Street,
thereby removing the name Lyman Avenue. This will require changing the official address of all parcels
from Lyman Avenue to Lyman Street; however, these parcels already successfully receive mail
regardless of the street name suffix placed on the envelope.
If adopted by the City Commission, staff will take the following actions to implement the policy statement:
1. Have four street name signs changed to display Lyman Street using existing funds budgeted in the
Public Works Department.
2. Provide written notification of the City Commission's decision to all property owners and residents on
the roadway.
3. Notify the Orange County Property Appraiser, local utility providers, local emergency service
providers, the U.S. Postal Service, and other affected parties of the change in official street name.
4. File a copy of the Resolution with the Orange County Comptroller to be recorded among the Public
Records of Orange County, Florida.

Financial Impact:
The cost to the City for making this change is fairly minimal. It includes staff time, postage costs for
notification, and costs to make new street signs.

RESOLUTION NO.
A RESOLUTION OF THE CITY OF OCOEE, FLORIDA
CHANGING THE NAME OF LYMAN AVENUE TO
LYMAN STREET; DIRECTING THE CITY CLERK TO
PROVIDE NOTICE OF THE CHANGE TO CERTAIN
PARTIES; PROVIDING FOR SEVERABILITY;
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the name, "Lyman Avenue," is the platted name of a north-south
segment of that certain street in the City of Ocoee, Florida, located within the recorded plat of
Seegar subdivision, Plat Book L, Page 122; and
WHEREAS, the name of the east-west segment is not labeled on the recorded
plat of Seegar subdivision, Plat Book L, Page 122; and
WHEREAS, the name, "Lyman Street," appears in City utility billing records;
and
WHEREAS, the City desires to change the name of Lyman Avenue to Lyman
Street for consistency throughout records.
NOW,THEREFORE, BE IT ENACTED BY THE CITY COMMISSION OF
THE CITY OF OCOEE, FLORIDA, AS FOLLOWS:
Section 1. Authority. The City Commission of the City of Ocoee has the authority to
adopt this resolution pursuant to Article VIII of the Constitution of the State of Florida and
Chapter 166, Florida Statutes.
Section 2. Renaming of Lyman Avenue. The north-south segment of the roadway
presently called Lyman Avenue, as described above, is hereby renamed and designated as
"Lyman Street." The east-west segment of the same roadway is hereby named and designated as
"Lyman Street."
Section 3. Further Acts; Notice. The City Commission of the City of Ocoee hereby
authorizes the Mayor, the City Clerk, and other city staff to execute any documents and take such
other actions as may be necessary to effectuate the designations referenced in Section 2, above.
Without limiting the forgoing, the City Clerk is hereby directed to provide notice of the adoption
of this resolution to all affected property owners, the United States Postal Service, Orange
County Property Appraiser's Office, Orange County Tax Collector's Office, Orange County
Emergency Services, and other relevant entities.
Section 4. Severability. If any section, subsection, sentence, clause, phrase or portion of
this resolution is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct and independent provision and
such holding shall not affect the validity of the remaining portion hereto.
Section 5. Effective Date. This Resolution shall become effective immediately upon
passage and adoption.
