BEHRENS, DIRECTOR OF PLANNING / DATE: FEBRUARY 12, 1992 SUBJECT: GOODMAN COMMERCIAL PARK - FINAL ENGINEERING PLANS ISSUE: Should the Honorable Mayor and City Commission approve the Final Subdivision Plans for Goodman Commercial Park? BACKGROUND: The 17.3 acre subject parcel is located at the southeast corner of State Road 50 and Old Winter Garden Road. The site is characterized by flat topography with sandy, well-drained soils. Site access is provided by State Road 50 and Old Winter Garden Road. DISCUSSION: The Development Review Committee reviewed and approved the Final Subdivision Plans for this development on December 5, 1991, subject to the City receiving a notice of approval from the State D.O.T. for the Final Connection Permit on this property. PLANNING AND ZONING RECOMMENDATION: The Planning and Zoning Board met on February 11, 1992 and voted 6- 1 to recommend approval of the Final Engineering Plans for Goodman Commercial Park subject to their recommendation of August 13 , 1991: That traffic onto State Road 50 be limited to making right hand turns only and that there be only one (1) curb cut allowed onto State Road 50 and one (1) curb cut allowed onto Old Winter Garden Road. Shira, P.E. City Engineer/Utiliti s Director SUBJECT: Goodman Commercial Park S.R. 50 - D.O.T. Permit This project came before the City Commission on September 17, 1991 for approval of the Preliminary Subdivision plan. At that meeting, approval was granted with the stipulation that the connection to S.R. 50 be modified to prevent vehicles from turning left out of the project onto S.R.50. The plan in question had been reviewed and approved by D.O.T. , and a permit had been issued. As directed, the developer and his engineer modified the plan by designing a concrete median to be installed on S.R. 50 which would block left turn movements out of the project. This modified plan was submitted to the city, and after further modification to incorporate our comments, the plan was submitted to D.O.T. for approval. D.O.T. responded with several additional requirements. The two major requirements involved widening of the existing pavement and lane realignment on S.R. 50 west of Bluford Avenue, and the installation of a left turn lane at a point approximately 200 feet east of the project's connection to S.R. 50. This left turn lane was to allow cars leaving the project, wishing to travel westward, to turn right out of the project, weave across two through lanes of traffic, move into the left turn lane, and make a u-turn in order to head west. D.O.T. 's position is that people will attempt to go west from this S.R. 50 connection despite any physical barrier, and if necessary, will make a u-turn at the first opportunity, so they reason that it is better to provide a left turn lane where these people can wait for an opening in oncoming traffic, rather than allow these inevitable u-turns to occur from a through lane. The developer has requested the opportunity to address the City Commission again on this issue. DX. THE PRIDE OF WEST ORANGE Y S s � The Honorable Mayor and Board of City Commissioners February 11, 1992 Page Two In my opinion, the original design which would have allowed left turns directly out of the project is no more hazardous than the current design which encourages u-turns. The least hazardous situation would be to allow no left turns at all, as the Commission had originally desired, but it appears as though D.O.T. will not accept a design that makes no specific provision for traffic desiring to travel west from this project. It does not appear that further discussions with D.O.T. will result in a change in their position. The original design is no more hazardous than the current design, and carries a lower development cost. It has already been permitted by D.O.T. , so there is no problem of liability. I recommend that the project be allowed to proceed based upon the original design allowing left turns onto S.R.50 from the project.
