Boyd, Chief of Police DATE: August 25, 1993 SUBJECT: USE OF FORFEITURE FUNDS FOR JUVENILE DRUG REDUCTION STAFF REPORT ISSUE Should the Honorable Mayor and Board of City Commissioners authorize the use of Forfeiture money for a Juvenile Drug Reduction Program per Florida State Statute. BACKGROUND Agencies that receive at least $15,000 pursuant to the Florida Contraband Forfeiture Act within a fiscal year must expend or donate no less than 15% of such proceeds for the support or operation of any drug treatment, drug abuse education, drug prevention, crime prevention, safe neighborhood, or school resource officer program(s) . This fiscal year ( 1992/93) the Ocoee Police Department has received approximately $15,992 in our Forfeiture Fund. DISCUSSION As we are all aware, drugs are our number one problem regarding crime. 65% of all crimes committed are drug related. Utilization of this money via forfeiture will enable my Department to add to our fight against drugs, and have a more direct positive contact with juveniles between the ages of 14 to 18 (i.e. , one area we are addressing with positive response is sponsoring and hosting a Police/Juvenile dance bi-monthly) . The dances will be supervised by our School Resource Officers who will promote different segments of drug awareness and law enforcement awareness throughout the course of the dances. I have volunteers who are very enthusiastic to the concept. Part of this money will be used for equipment, etc. RECOMMENDATION It is respectfully recommended that the Honorable Mayor and Board of City Commissioners approve this request to utilize $2,400 (which is 15% of monies received thus far) for juvenile drug reduction and law enforcement awareness.
