ISSUE:
Should The Honorable Mayor and Board of City Commissioners approve
three temporary full time positions in the Parks, Parkways, Trees
and Drainage Department?
BACKGROUND AND DISCUSSION:
As you are aware , we are now in the growing season and the mowing
schedules are unable to be maintained with present staff. In the
past we have enjoyed the luxury of having Lake Correctional
Institution inmate labor available to us twice a week. Due to the
demands of their public works work crews by other cities, they are
only able to provide the city with one crew per week. This, along
with down equipment , newly annexed areas, and the completion of
Clarke Road, are major contributors to the department' s inability
to maintain the rights-of-way, park areas , recreational facilities,
water wells, retention ponds and drainage swales .
In discussing these issues with Mr. Shapiro, it has been determined
that we would need additional help to accommodate the maintenance
needs as listed above. It is necessary for three full time
temporary employees to be hired for a period of approximately seven
weeks beginning as soon as you authorize staff to begin advertising
for these positions . These employees would be paid an hourly wage
of $6 . 00 per hour, plus FICA, for a total of approximately $1 , 900
this current fiscal year. These funds are available, as verified
by Montye Beamer, from accounts #001-541-1200 and #001-541-2100 .
Currently mowers have been sent out for various repairs and
preventative maintenance and will assist in playing "catch up" when
the summer help employees are on board.

RECOMMENDATION:
Therefore, based on the above, it is respectfully requested that
you authorize staff to advertise immediately for the three full
time summer help employees and approve the expenditure of $1 , 900
from accounts #001-541-1200 and #001-541-2100 .
