City Engineer/Utilities irector SUBJECT: Effluent Reuse Master Plan In an effort to conserve Florida's drinking water resources, the St. Johns River Water Management District requires that consumptive use permit holders develop a plan to reuse a portion of the groundwater withdrawn. This is most frequently done by using treated wastewater effluent to irrigate turf areas, thus reducing the demand on the underground aquifer. Attached for your consideration is an addendum to the contract for consulting engineering services between Professional Engineering Consultants and the city. This addendum specifies that P.E.C. will prepare a Master Reuse Plan for the City of Ocoee. The Master Reuse Plan will provide a basis for the city to efficiently use treated effluent, and will define the ordinances required, and capital costs involved in implementing a treated effluent reuse program. P.E.C. will prepare the Master Reuse Plan in accordance with their proposal dated June 22, 1993, for a not-to-exceed fee of$13,856.30. I recommend that the City Commission authorize the Mayor and City Clerk to execute Addendum No. 93-3 in a not-to-exceed amount of$13,856.30. JWS/jbw Attachment THE PRIDE OF WEST ORANGE 01 ADDENDUM NO. 93-3 TO AGREEMENT FOR CONSULTING ENGINEERING SERVICES ENGINEERING SERVICES RELATED TO MASTER REUSE PLAN This Addendum No. 93-3 hereinafter called the Addendum, as of this day of , 1993, shall constitute an Addendum to the Agreement for Consulting Engineering Services between the City of Ocoee, Florida (the CITY) and Professional Engineering Consultants, Inc., 200 East Robinson Street, Suite 1560, Lake Eola Centre, Orlando, Florida (the CONSULTANT), dated the 21st day of August, 1984, hereinafter referred to as the AGREEMENT. WHEREAS, the CITY and CONSULTANT entered into an AGREEMENT whereby the CITY retained the CONSULTANT to provide professional engineering services as required from time to time, and WHEREAS the CONSULTANT will perform consulting engineering services for the CITY as herein defined. NOW THEREFORE, in consideration of the mutual covenants and promises hereinafter set forth on the part of both parties to be kept and performed, the parties do mutually agree as follows: Section 1 - Services of the Consultant 1.1 The CONSULTANT shall perform the Engineering services as outlined in the attached proposal (P-3052), dated June 22, 1993 relative to the provision of consulting services to the CITY. Section 2 - Compensation 2.1 Compensation by CITY for engineering services provided under this Addendum shall be computed under Paragraph 6.1.2.3 of the AGREEMENT, utilizing the Payroll Cost Times a Factor Method of Compensation with the compensation for this additional authorization not to exceed $13,856.30 as outlined in the attached proposal, without further authorization from the CITY. Section 3 - Time of Completion 3.1 The CONSULTANT shall provide the services within a 30 day period from the notice to proceed as outlined in the attached proposal. Lakeshore Drive Ocoee, Florida 34761 ' Re: Master Reuse Plan Proposal for Engineering Services Dear Mr. Shira: We are pleased to present the attached proposal for Engineering Services related to the development of a Master Reuse Plan for the City of Ocoee. The objective of this assignment is to prepare a Master Reuse Plan for implementation of a reuse program for new development projects within the City of Ocoee. The Master Reuse Plan is intended to assist in achieving compliance with the requirements of the St. Johns River Water Management District as defined in the City's existing Consumptive Use Permits. The proposed scope of work is outlined as follows: 1. Identify available lands within the City of Ocoee that would be suitable for the application of reclaimed wastewater. This would include the review of soils data, survey data, flood prone maps, existing and future land use maps, and relevant hydrogeologic data of the Ocoee area. 2. Coordinate with the St. Johns River Water Management District to identify existing major users of potable water and determine the feasibility of changing to reclaimed water. Produce a report describing existing regulations and restrictions concerning a reclaimed wastewater program. This will include 'a description of effluent quality standards, storage requirements, and reuse water quality standards. 3. Determine the available capacity of reclaimed wastewater and develop a phasing plan to identify the projected ultimate reclaimed water capacity. This would include a capital improvement plan coordinated with the available capacity of reclaimed wastewater. 4. These would include a reuse ordinance, public information documentation and coordination with the various regulatory agencies (FDER, SJRWMD, Orange County Health Department, Orange County Pollution Control Department). 6. Description of capital improvement program needed to implement a phased reuse program. Also, a plan for phasing distribution system improvements to various sections of the City would be defined. 7. Master Reuse Plan — Prepare a final report describing the alternatives recommendations and the cost analysis of implementing a reuse plan. Enclosed for your review are manhour estimates and cost estimates. We propose to perform the engineering services described herein on an hourly basis, for a total fee not to exceed $13,856.30.
