RE: REQUEST BY DEVELOPER OF SPRING LAKE SUBDIVISION FOR ONE
YEAR EXTENSION
ISSUE
Should the Honorable Mayor and City Commission approve a one year
time extension from July 23, 1993 to July 24, 1994 on the final
engineering plans for Spring Lake Subdivision?
BACKGROUND
Spring Lake is a 366 lot single family subdivision located on the
south side of A.D. Mims Road at Clarke Road. (Clarke Road bisects
the project. ) The developer received final engineering on June 19,
1990, and was granted a one year time extension on July 22, 1993
(Clarke Road had not been built) .
DISCUSSION
The developer has written us a letter (see attached) requesting a
one year extension of final engineering approval from July 22, 1993
to July 24, 1994 .
Factors involved include the opening of Clarke Road just three
months ago in February, 1993, a slow housing market, and the
receipt of their vesting certificate on March 26, 1993 .
STAFF RECOMMENDATION
The Planning Director recommends that the City Commission grant the
developer of Spring Lake Subdivision a one year extension on their
final engineering plans from July 22, 1993 to July 22 , 1994.

Dear Bruce:
The approvals for the captioned subdivision will expire July 22, 1993.
We have been unable to develop the subdivision during this past year due to several factors
beyond our control. The construction of Clark Road, while now a tremendous asset for the
property, prevented any serious consideration of development until early this year. Additionally,
the depressed state of the housing market through early this year further complicated any
development. We were not able to secure a vesting certificate for the subdivision until March
26, 1993, and we were certainly uncomfortable considering any development prior to receiving
the certificate.
As of this date we arc working with several serious parties. We do expect construction of the
subdivision to begin within the next twelve months.
In view of the above, we respectfully request an extension of the approved plans and vesting
certificate for this subdivision until July 22, 1994. We would appreciate your taking the
necessary action on our behalf to present our request to the City Commission at the earliest
available date.
