Shira, P.E. �! City Engineer/Utilities Director SUBJECT: Innovative Idea Award On April 6, 1993 the Innovative Ideas Committee met to consider a cost saving proposal submitted by Glenn Brimer. Mr. Brimer proposed a method by which revenue losses due to fraudulent water use could be reduced. The committee determined that an award of$100.00 was in order, as this represents approximately 10% of the anticipated annual savings due to Mr. Brimer's idea. The attached memorandum describes this idea in detail, and the attached sketch shows how it works. I would appreciate it very much if the Mayor, on behalf of the City Commission, would present the attached $100.00 check to Mr. Brimer. Since these valves are made of brass many are broken by residents turning there water back on illegally; b. ) Remove the meter this causes problems of keeping the pipes clean from sand and unsanitary conditions . This also includes the burden of keeping track of the exact meter to be re-installed when payment is made. IDEA When a cut off is needed replace the meter washer with a flat piece of plastic thus no water can flow through the meter . It is undebtable because the plastic looks like the normal washer . Water meters are delivered with plastic end caps . These caps are simply whittled down to size. With Ingenuity being the mother of inventions this idea works excellent, basically cost nothing and is very simple. I (,JA�C-2 i 'aII- III■ m6
