BEHRENS, DIRECTOR OF PLANNINGX78 DATE: APRIL 15 , 1993 SUBJ : THE OCOEE PUBLIC GOLF LINKS (APPROVED NAME 4/6/93 : FOREST LAKES GOLF CLUB OF OCOEE) PRELIMINARY/FINAL SITE PLANS (ADVERTISED PUBLIC HEARING) ISSUE: Should the Honorable Mayor and City Commission approve the Preliminary/Final Site Plans for The Ocoee Public Golf Links (Forest Lakes Golf Club of Ocoee)? BACKGROUND: The 240 +/- acres that make up the site for the effluent disposal golf course was annexed into the City in 1990 . The property is Zoned A-1 and is owned by the City. The 18 hole golf course has been designed to meet state standards for effluent disposal and has been thoroughly reviewed for necessary permitting by various state regulatory agencies . DISCUSSION: The topography of the site is quite dramatic in certain places with an elevation ranging from 110 feet to 165 feet . There are approximately 148 acres of turfed area, and 57 . 7 acres of natural area and water bodies . 34 . 3 acres of the site have been set aside as a conservation area for the gopher tortoise. The West Orange County Greenway consisting of walking/jogging, bike paths , and horse trails will be adjacent to the golf course on its northwestern, northern, northern eastern boundaries . In addition to the course, there will be a clubhouse (about 5 ,000 S. F. ) , a driving range and a putting green. The clubhouse will have a small restaurant . An 8" water main has been extended to the clubhouse to provide for an indoor fire sprinkler system. Staff Report - The Ocoee Public Golf Links April 15 , 1993 Page 2 Water for the site will be provided by the City of Ocoee. Wastewater will be handled by a septic tank. A 5 ' sidewalk will be installed by the developer within two years . The Development Review Committee reviewed and unanimously approved the Preliminary/Final Site Plans for the Golf Course on March 30 , 1993 , subject to the 5 ' sidewalk to be installed two years from the commencement of the operational years . CONCURRENCY MANAGEMENT: See the attached staff report on concurrency from Janet Resnik. PLANNING AND ZONING COMMISSION RECOMMENDATION : On April 13 , 1993 , the Planning and Zoning Commission unanimously approved the Staff Recommendation to recommend approval of the Preliminary/Final Site Plans for The Ocoee Public Golf Links (Forest Lakes Golf Club of Ocoee) with the condition of approval that the 5 foot sidewalk on Ocoee-Clarcona Road would be installed two years from the commencement of the operational years . STAFF RECOMMENDATION : Staff recommends that the Honorable Mayor and City Commission approve the Preliminary/Final Site Plans for The Ocoee Public Golf Links (Forest Lakes Golf Club of Ocoee) with the condition of approval that the 5 foot sidewalk on Ocoee-Clarcona Road would be installed two years from the commencement of the operational years . BACKGROUND The Riverbend Golf Group, Inc . submitted an application for a Final Certificate of Concurrency on November 12 , 1992 . Upon review of the development , the projected traffic impact for the project is 830 vehicle trips per day. Both Adair Street and Clarcona-Ocoee Road have sufficient available capacity to handle the development . The stormwater drainage requirement was satisfied by obtaining staff approval of Final Engineering Plans . I have received a letter from Industrial Waste Service, Inc. agreeing to service the development with waste disposal services as part of its franchise agreement with the City of Ocoee. The developer has reserved the necessary water capacity. The project will be on septic tank, subject to applicable permitting, so no sewer capacity is necessary. The City of Ocoee does not assess commercial development as having an impact on recreational facilities so this project is not subject to concurrency for recreation. (Although the benefits of the project for recreational purposes are obvious . ) DISCUSSION A Final Certificate of Concurrency was issued on April 8 , 1993 . This reserves traffic capacity for 90 days , solid waste disposal capacity for one year, and stormwater drainage for one year in conjunction with Final Engineering Plans . The water capacity is reserved under separate agreement .
