(407)656-2322 SAM WOODSON yj'��P Of GOO CITY MANAGER ELLIS SHAPIRO MEMORANDUM TO: The Honorable Mayor and Board of City Commissioners FROM: Ellis Shapiro, City Manager DATE: April 15, 1993 RE: LAUREN BETH "ROAD CLOSED" BARRICADE The initial purpose of the "Road Closed" barricade signs and their placement was as a result of an attempt on the part of the City to stop the use of the Lake Meadow area for 4-wheel drive vehicles and people partying in the area. Their use of the lake front not only created disturbances in the area at all hours of the day and night but also a danger due to reckless driving as well as the lack of concern of private property of others. As you may recall, the road going to the lake was on private property and at the time we were unable to get the cooperation of the owner regarding trespassing. Furthermore, the Lake Meadow area was predominantly in the County and we were receiving little or no cooperation from the then Sheriff and his department to enforce those areas. At no time was through traffic by residents of either the unincorporated area or Ocoee Heights Subdivision in the City ever a point of consideration of why the barrier was placed. At the last meeting of the neighborhood where Orange County Commissioner Freeman and Commander Clark from the Sheriff's Office were present, one of the pieces of information that was requested was if the dirt road was in fact a designated roadway within the County. Commissioner Freeman stated that he would find out and report back to the City. Attached is a letter from Mark Massaro, P.E., from the Traffic Engineering Department with the County, stating that in fact this segment of road is a dedicated 60' right-of-way in the County. Furthermore, the cooperation shown by the current Sheriff's Office and his representatives eases my concerns regarding enforcement of the disturbances in the Lake Meadow area. There is no question that whatever decision the Commission makes regarding the barriers, some people will be happy and others will be angry. However, since the initial reason for the barricades was to stop the improper use of Lake Meadow and not to stop the through traffic and since it is apparent that this is a legal County right-of-way, it is my recommendation to remove the barricade on Lauren Beth and to keep the barrier in the area of the dirt road. I will be more than happy to answer any questions at the meeting. Massaro, P.E. , Manager JA Traffic Engineering Department SUBS: Closure of Lauren Beth Avenue Lauren Beth Avenue runs south from Clarcona-Ocoee Road (from an intersection about one mile east of Lakewood Avenue) into Ocoee Heights Subdivision which is in the City of Ocoee. A tax map and aerial photograph of this area are attached. The one thousand, three hundred and twenty (1,320) foot segment of Lauren Beth Avenue between Clarcona-Ocoee Road and the City limits is unpaved,. lies within a sixty (60) foot dedicated right- of-way and is maintained by Orange County. Seven property parcels have . frontage on this segment. The paved portion within Ocoee Heights Subdivision is owned and maintained by the City of Ocoee. In order to eliminate cut-through traffic from Ocoee Heights, the City of Ocoee has closed the portion of Lauren Beth Avenue within their jurisdiction by constructing a standard barricade , at the City limit line. Within the City they have the authority to do this. In constructing this barricade, City personnel used a "Road Closed" sign which the City had purchased from this department. Our identifying mark appears on the bottom margin of the sign as the fabricating entity. We did not, however, participate in the placing of the sign nor will we maintain it or the barricade upon which it is mounted.
