FINAL SUBDIVISION PLANS (PIZZUTI)
ISSUE:
Should the Honorable Mayor and City Commission approve Phase I of
the Final Subdivision Plans for the Single Family portion of the
Plantation Grove P.U.D. named "Cross Creek"?
BACKGROUND:
Plantation Grove P.U.D. is a mixed use P.U .D. located on the east
side of Maguire Road, directly north of Moore Road. It has certain
vested rights as outlined in Certificate of Vesting CV-92-1 .
This proposed Final Subdivision Plan calls for 322 single family
lots on 90 . 77 acres resulting in a gross density of 3 . 547 units per
acre. The Developer is Maguire Road Corporation and Pizzuti
Development , Inc. is the authorized agent for the single-family
portion.
Typical lot size is 60 ' x 115 ' , with a 6, 800 sq. ft . minimum;
setbacks would be 25 ' front , 25 ' rear and 7 . 5 ' side; and minimum
living area would be 1200 sq. ft . . . . all consistent with the
approved Revised Land Use Plan.
Private recreational amenities are provided in a 2 . 3 area
recreation area and includes a tennis court , basketball court ,
community pool , barbecue area and tot lot . Parking for cars and
bicycles is also provided.

The City Commission approved the Preliminary Subdivision Plans on
May 18 , 1993 subject to the following conditions :
(1) Receipt of the Warranty Deeds , Partial Release of Mortgage,
and related title opinion for the dedication of the right-of-ways
for Maguire and Moore Roads as required by Condition of Approval
No. 20 of the Revised Land Use Plan within sixty ( 60) days;
(2 ) Addition of phasing lines to Sheets 2 and 3 of the Preliminary
Subdivision Plans within thirty ( 30) days ; and
(3) Revision of the Legal Description on Sheet 1 of the Final
Subdivision Plans to correctly describe the land within fifteen
(15) days .
DISCUSSION :
The Development Review Committee reviewed and recommended approval
of Phase I of the Final Subdivision Plans on June 30 , 1993 with the
following conditions :
(1) No building permits will be issued until all rights-of-way
have been conveyed to and accepted by the City as required by
Condition of Approval No. 20 of the Revised Land Use Plan;
(2) All concurrency issues for Phase I , including water and sewer
capacity are resolved prior to the Engineering Plans being placed
on the City Commission Agenda;
(3) All required changes to the Final Subdivision Plan, as
stipulated in the DRC meeting of June 30 , 1993 be included in the
Revised Plan (copy attached) .
CONCURRENCY MANAGEMENT:
A staff report on concurrency by Planner Resnik is attached.
P & Z RECOMMENDATION :
The Planning and Zoning Commission reviewed and Recommended
Approval of the Final Engineering Plans on July 13 , 1993 .
STAFF RECOMMENDATION :
Staff respectfully recommends that Final Engineering Plans for
"Cross Creek" Subdivision, (Plantation Grove P.U.D. - East - Single
Family Portion) be approved when all concurrency requirements have
been met .

Dear Mr. Behrens:
The following are responses to the DRC comments dated June 24, 1993:
Concurrency Management
1. The note has been added to the plans, see cover sheet note 3.
2, The note has been revised.
City Vide Engineering Consultants:
1. The width of the stripe has been revised.
2. Pavement markings have been added to the plans.
3. Signing and striping at Street "A" has been added to the plans.
4. The 15' utility easement has been added to the plans.
5. The water main in this section has been up-sized with the
understanding that the City of Ocoee will pay the difference
between the cost of an 8 inch main and a 12 inch main.
6. The lift station calculations have been revised and corresponding
elevations.
7. We are coordinating with Mr. Jim Shira to determine to what
extent the filling of the ditch needs to accommodate existing flow
from the parcel to the north. If piping is required it will be
added to the plans.

2. The ownership of the internal roadways has been identified as the
Homeowner's Association, see sheet 2.
Fire Departin .
1. A hydrant has been added.
2. The hydrants will be painted and a marker in the roadway will
be installed in accordance with the City's requirements, a note
has been added to sheet 4.
City Attor�ev:
Final Subdivision Plans
1. This issue is currently being negotiated with the City of Ocoee
and Orange County.
2. Items a through f relate to locations and sizes of easements
changing from the preliminary subdivision plan to final
engineering. Since the actual location cannot be determined until
final engineering it is not uncommon for slight adjustments to
occur. These changes should be acceptable to the city. A note
has been added to sheet 3 regarding the ownership and
maintenance of these easements.
3. The title has been revised.
4. The easement required has been added.
5. This has been coordinated and approved by the City Engineer.
6. This has been coordinated and approved by the City Engineer.
7. The estimated seasonal high water tables have been added to the
plans.
8. There are not Landscape/screening details required at this time.
9. It was previously approved by the DRC that when this project's
Phase II is constructed that Moore Road would be constructed.
10. This should be acceptable to the city.

SUBJECT: PLANTATION GROVE PUD - SINGLE FAMILY PORTION (CROSS CREEK)
ISSUE
Should the Honorable Mayor and Board of City Commissioners approve the
Cross Creek Final Subdivision Plans, Phase I?
BACKGROUND
The proposed subdivision has a total of 322 lots and is part of the
Plantation Grove PUD owned by Maguire Road Corporation. Plantation
Grove PUD received vested rights covering traffic circulation, solid
waste, and recreation and open space requirements for 322 single family
units. These plans take advantage of 154 of those 322 units which have
vested rights (as noted on the plans) .
DISCUSSION
The developer is seeking Final Subdivision Plan approval on Phase I which
consists of 154 lots. Application has been made for a Final Certificate
of Concurrency. Because of the vesting status, the developer only needs
concurrency approval on water, sanitary sewer, and stormwater drainage.
Stormwater drainage approval was recommended by staff as depicted on the
Final Subdivision Plans. The developer has not yet purchased water and
sewer capacity. Staff approved the plans subject to this reservation
being made prior to City Commission approval of the plans.
RECOMMENDATION
If the purchase of the necessary water and sewer capacity is completed
before the July 20, 1993 City Commission meeting, it is respectfully
recommended that the Honorable Mayor and Board of City Commissioners
approve the Final Subdivision Plans for Cross Creek, Phase I.
