Subject: Designation of Districts for Recent Annexations
§ C-70 of the City Charter provides that any territory annexed into or consolidated with the City
of Ocoee shall, at the time of such annexation or consolidation, be added to an adjacent district
or districts by an ordinance of the City Commission which may be a part of the annexation or
consolidation ordinance. This Ordinance presents those parcels annexed in the 1992 cycle and
to date in 1993 to be so added. In the future, the annexation ordinance will include a paragraph
designating the district (or districts) to which the annexation will be added or consolidated.
You will note that each annexed parcel is either immediately adjacent to or lying within the
boundary descriptions for the district to which it is assigned. The two parcels which are
contiguous to a different district (Ordinance No. 92-62 {Miller} and Ordinance No. 93-11
{Holzworth}) lie within the legally described boundaries of District 2.
Action Requested
The Mayor and Board of City Commissioners approve Ordinance No. 93-13 and authorize
Mayor and City Clerk to execute.
ORDINANCE NO. 93- 13
AN ORDINANCE OF THE CITY OF OCOEE, FLORIDA
RELATING TO GEOGRAPHICAL BOUNDARIES FOR
SINGLE-MEMBER CITY COMMISSION DISTRICTS;
AMENDING SECTION 5-7 OF ARTICLE II OF CHAPTER
5 OF THE CODE OF ORDINANCES OF THE CITY OF
OCOEE; PROVIDING FOR THE ADDITION OF ANNEXED
TERRITORIES TO THE ADJACENT SINGLE-MEMBER CITY
COMMISSION DISTRICTS; PROVIDING FOR
SEVERABILITY; PROVIDING FOR CODIFICATION;
PROVIDING AN EFFECTIVE DATE.
WHEREAS, for the purposes of carrying out the provisions
of Article XI of the City Charter, the City Commission of the City
of Ocoee desires to add certain annexed territories to the adjacent
single-member City Commission districts.
NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION OF
THE CITY OF OCOEE, FLORIDA, AS FOLLOWS:
SECTION ONE. The City Commission of the City of Ocoee
has the authority to adopt this Ordinance pursuant to Article VIII
of the Constitution of the State of Florida, Chapter 166, Florida
Statutes, and Article XI of the Charter of the City of Ocoee.
SECTION TWO. Section 5-7 of Article II of Chapter 5 of
the Code of Ordinances of the City of Ocoee, Florida, is hereby
amended to read as follows:
§5.7. Creation of initial geographical boundaries for single-
member City Commission districts.
For the purposes of carrying out the provisions of Article XI
of the City Charter, the City of Ocoee is hereby divided into four
(4) single-member districts. The four (4) single-member districts
are as follows:
A. District No. 1 shall consist of that part of the City of
Ocoee located within the following geographical areas:
From Nicole Blvd. and Adair Street:
N, W, E, S on city limits to Lauren Beth Avenue;
S to Nicole Bc-ilevard;
E to Leslie Ann Lane;
S to Sarah Lee Lane;
E, S to Spring Lake School SE border;
S including all of Spring Lake Circle to A.D. Mims Road;
W to Sandy Cove;
S, W on Sandy Cove, continuing to Malcolm Road;
W on Malcolm Road to Crystal Drive;
S to Flewelling Avenue;
E to Ridgefield Avenue;
S to Center Street;
E to Sullivan Street;
S to Marsden Street;
W to Ridgefield Avenue;
S to Silver Star Road;
W to city limits;
N, W on city limits to Center Street;
E to Ocoee Hills Road;
N to Pinewood Drive;
W to Reba Avenue;
N to Oakwood Lane;
W to Apricot Drive;
N, E to Reba Avenue/Russell Drive;
N on Russell Drive to Jamela Drive;
E to Wurst Road;
W to Adair Street;
N to Nicole Blvd.
Also included in District No. 1 are those properties
annexed to the City of Ocoee by the following Ordinances:

Ordinance No. 92-32 ;
Ordinance No. 92-34 ;
Ordinance No. 92-36 ;
Ordinance No. 92-38 ;
Ordinance No. 92-40;
Ordinance No. 92-42 ;

B. District No. 2 shall consist of that part of the City of
Ocoee located within the following geographical areas:
From Roberts Rise Drive and Silver Star Road:
W on Silver Star Road to North Lakewood Avenue;

E to Belsay Road;
N to Little Spring Hill Drive;
W, N to 17th Avenue;
W to Peters Avenue;
N, W, E on city limits to Adair Street;
S on Adair Street to Wurst Road;
E to Jamela Drive;
W to Russell Drive;
S to Flewelling Avenue;
S on Reba Avenue to Apricot Drive;
W, S to Oakwood Lane;
E to Reba Avenue;
S to Pinewood Drive;
E to Ocoee Hills Road;
S to Center Street;
W to city limits;
S, E on city limits to Silver Star Road;
W to Woodson Avenue;
S to Starke Lake shoreline;
W on Starke Lake shoreline to Roberts Rise Drive and
Silver Star Road.
Also included in District No. 2 are those properties
annexed to the City of Ocoee by the following Ordinances:

C. District No. 3 shall consist of that part of the City of

From Orlando Avenue/White Road and Chicago Avenue:
S on Chicago Avenue to Geneva Street;

S, E, W, N on city limits to Peters Avenue and 17th
Avenue;
E on 17th Avenue to Little Spring Hill Drive;
S, E on Little Spring Hill Drive to Belsay Road;
S on Belsay Road to railroad tracks;
W to Lakewood Avenue;
S to Silver Star Road;
E to Lakeshore Drive;
S, W to Oakland Street;
W to North Lakewood Avenue;
S to Orlando Avenue/White Road;
E to Chicago Avenue.
Also included in District No. 3 are those properties
annexed to the City of Ocoee by the following Ordinances:

SECTION THREE. Severability. If any section,
subsection, sentence, clause, phrase or portion of this Ordinance
is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a separate,
distinct and independent provision and such holding shall not
affect the validity of the remaining portion hereto.
SECTION FOUR. Codification. It is the intention of the
City Commission of the City that the provisions of this ordinance
shall become and be made a part of the Code of Ordinances of the
City; and that sections of this ordinance may be renumbered or
relettered and the word "ordinance" may be changed to "chapter",
"section", "article" , or such other appropriate word or phrase in
order to accomplish such intentions; and regardless of whether such
inclusion in the code is accomplished, sections of this ordinance
may be renumbered or relettered and the correction of typographical
errors which do not affect the intent may be authorized by the City
Manager, without need of public hearing, by filing a corrected or
recodified copy of same with the City Clerk.
SECTION FIVE. Effective Date. This Ordinance shall
become effective immediately upon passage and adoption.
