SUBJECT: BID AWARD - CONSTRUCTION OF CITY HALL
AND POLICE DEPARTMENT
On June 21, 1993 bids for the construction of City Hall and Police
Department were opened. The bid tabulation (Attachment 1) show the
results. The apparent low bid was Huber Design & Construction
Company, Inc; second and third low were RHS Construction Company
Inc. and A. D. Arnold Construction Company, respectively. All
three were asked to submit their subcontractors list by 5: 00 p.m.
June 21, 1993. Such lists were received from Huber and RHS; they
also submitted their schedule of values in a timely fashion.
C.T. Hsu reviewed the bids and their recommendation along with
references for Huber Design & Construction Company, Inc. is
included here as Attachment 2. A description of the six (6) Add
Alternates with cost has been provided in Attachment 3 . Attachment
4 represents the Schedule of Values along with a clarification on
item number 2 as it relates to utilities.

Staff recommends the award to Huber Design & Construction Company,
Inc. for $1, 677,266.00 plus Add Alternates 2 ($3,725.00) and 3
($3, 082.00) for completion of work within 180 calendar days after
the Notice to Proceed.
The outstanding issue as to design was the interior palette. On
July 7, 1993 the Mayor and Commission were individually shown the
interior designer recommendation for the color scheme and type of
carpet identified in the bid. These were found to be acceptable by
a majority of the commission. During these meetings, however,
additional concerns were voiced; they are listed below should
discussion of any of these items be deemed necessary:

ACTION REQUESTED
The Mayor and City Commissioners (1) award the construction bid for
the City of Ocoee Municipal Complex (City Hall and Police
Department) to Huber Design & Construction Company, Inc. for
$1,677,266.00 with completion in 180 calendar days and (2)
authorize the Mayor and City Clerk to execute all necessary
documents as included in bid package.

Dear Montye:
I am writing concerning the qualification of Huber Design and Construction (Huber) as General
Contractor for our municipal complex project.
Huber is one of the continuing vertical contractors selected by the Greater Orlando Aviation
Authority. CTH+A has been working with Huber on four concurrent projects at Orlando
International Airport this year. The projects are very demanding in terms of schedule and
maintaining owner access to existing facilities and their operations. Our work with Huber on these
projects has proceeded very well. The response of personnel on the project team as well as their
workmanship has been expedient and professional.
Buddy Peeler, of our office, has also had the opportunity to work with Huber at Jackson Court
Housing Complex,a project by the Orlando Housing Authority. The client was extremely happy with
the final project and again the working relationship between owner and contractor was very
cooperative.
We have attached, for your review, Huber's Contractor Qualification Statement and letters of
reference. We respectfully recommend that the City of Ocoee award the construction contract to
Huber, the qualified low bidder.
Please let us know if you have any questions or need additional information. We look forward to

concrete block apartment complex for the Orlando Housing
Authority Properties, Inc./City of Orlando.
This $1, 800 , 000 project was completed within the budget
limitations. It further required few Change Orders (2 . 8%) from
the original contract, many of which were imposed by City
inspectors and beyond the contractor ' s control .
The quality of work was well above satisfactory, especially
when considering the innovative design and severe time
constraints imposed by the contract. All of these were fulfilled
by the team at Huber Design and Construction into a finished
product that vastly improves the quality of housing in Orlando.
