MEMORANDUM

RE: EMPLOYEE CONTRACT - RUSS WAGNER
As we continue growing at a great rate, there are two major jobs that our Planning
Department has been unable to get to that must be done in the next 90 days. They are: (1)
changes to the Open Space and Recreation Requirements of the Comprehensive Plan, and
(2) review and rewriting of some of our Land Development Regulations.
To this end, we are fortunate that our former Planning Director, Russ Wagner, is available
to work with the City on a temporary basis for the next 90 days to complete this important
project.
As our former Planning Director, Mr. Wagner brings a wealth of past experience in the City
with a great deal of the original Comprehensive Plan coming from his pen. Attached you will
find a temporary employment contract for Mr. Wagner in the amount of$12,000.00, with
an additional expense in the amount of $500.00 for supplies and materials, which would
bring the total to $12,500.00.
The Contingency Fund currently has $153,000.00. I would respectfully request that the
above stated funds in the amount of $12,500.00 be taken from Contingency and placed in
Planning Department Account Number 001-515-3128, Professional Services - Other, and
this contract be authorized to be executed since these two projects are vital to be completed
within the next 90 days.

EMPLOYMENT AGREEMENT
COMES NOW, (hereinafter referred to as
Contract Employee) and the City of Ocoee (hereinafter referred to
as the City) and enter into the following agreement.
1. The City of Ocoee and the Contract Employee enter into this
Employment Agreement subject to the conditions and
considerations set forth below and shall terminate at the end
of September 30 , 1993 , unless extended in writing by the City
Manager.
2. During the period of this contract, the Contract Employee
shall receive 51,846. 15 Bi-weekly and will be paid in
accordance with the Fair Labor Standards Act. The employee
will be a salaried employee.
3 . During the period of this contract, the Contract Employee
shall do that work assigned to him by the City Manager and
shall perform in an adequate and acceptable manner. The
Contract Employee shall serve at the will of the City and the
City may terminate this contract at any time for any reason or
no reason, consistent with applicable law. In the event the
City terminates this contract, it shall make reasonable
efforts to give the Contract Employee at least two (2) weeks
notice; however, such notice is not required in case of
operational inconvenience.
4. Not less than thirty (30) days prior to the termination date
of this contract, the Contract Employee shall advise the City
as to whether he wishes to be considered for an additional
contract period. The City, at its option, may discuss future
employment upon mutually acceptable conditions. Nothing
herein shall create any obligation on behalf of the City to
renew a contract of employment or to employ Contract Employee
except as provided herein.
5. As a Contract Employee, Contract Employee recognizes and
agrees that he will not receive any fringe benefits, and shall
be entitled only to the pay as set forth in paragraph 2 above.

2,000 resort residences, a 10,000 unit new town, commercial/industrial parks, and two unique
tourist attractions. Work included all project administration, scheduling, contract
coordination, governmental entitlements, sub-consultant coordination and design development.
Other work activities included preparation of numerous development potential reports, highest and
best use analyses, and condemnation impact analyses in support of eminent domain cases as well
as assembly of various project proposals and extensive marketing efforts for the firm.
Assistant Manager of Planning with Dyer, Riddle, Mills and Precourt in Orlando, Florida
Three years experience working for this 150+ person engineering/planning firm. Project Manager
for numerous large scale projects including Parker-Poinciana, Inc., a 6,500 acre, 19,000 D.U.
multi-use vested DRI which involved complete revisions to the overall Master Plan, development
of a new 8.5 mile highway crossing Reedy Creek Swamp, a new interchange on Interstate 4, as well
as coordination of a team of environmental, geotechnical, traffic and related technical sub-
consultants; ILB Interchange Center, a tourist oriented DRI adjacent to Sea World; Tenoroc State
Recreation Area Master Plan, a 6,300 acre park managed by the Florida Department of Natural
Resources; the 6,500 acre Brunetti Project, a large eminent domain study; and Polos at Winter
Garden, a 200 unit apartment project. Other DRMP work included administration of numerous
feasibility studies for commercial and residential projects as well as preparation of the Winter
Garden Police and Fire Impact Fee Study.
Planning Director for the City of Ocoee, Florida
For three and one-half years, served as Head of the Planning Department for one of the most
rapidly developing communities within the Orlando/Orange County metropolitan area. Administrator
for all growth management aspects of the City including comprehensive planning, rezonings,
annexations, subdivisions, site plans, land development codes and the Development Review
Committee. Instrumental in rewriting the City's Comprehensive Plan, initiating the Clarke Road
extension project, participating on the Western and Southwestern Beltway Technical Committees,
and serving as chairman of the Transportation Technical Committee of the Metropolitan Planning
Organization.
Director of Facilities & Planning for ?SR, Inc. in Lake Geneva, Wisconsin
Worked approximately one year for this 275 employee national publisher of games, books and
educational materials. Supervised a staff of 11 employees responsible for the maintenance and
expansion of all corporate facilities. Administered all engineering/architectural design
services, space planning, interior design, maintenance, security and building construction.
Senior Engineering Analyst for Deere & Company in Moline, Illinois
Approximately two years experience working in the Plant Engineering Department of a 4,000,000 sq.
ft. manufacturing facility employing over 5,500 persons. Project Manager for development of a
$40,000,000 office building, large scale manufacturing expansion projects, and a major computer
operations center. Also was a member of the Long-Range Facilities Task Force and was actively
involved in numerous plant layout projects.
Executive Director of Restore, Inc. in Davenport Iowa
For four years, administered a community based redevelopment agency in an industrial based city
of over 100,000 population. Managed all corporation finances and directly supervised the
renovation of numerous multi-family apartments and the construction of new single-family homes
in an effort to improve housing opportunities within historic districts near the downtown area.
Senior Planner with Schemer Associates in Davenport, Iota
For almost three years, worked for this 150+ person AEP firm headquartered in Omaha, Nebraska.
Project Manager on numerous residential and commercial land development projects as well as a
comprehensive plan for a large midwestern City and a riverfront beautification project.
Coordinated various feasibility studies and engaged in extensive marketing activities for the
firm.
Senior Planner with the City of Davenport, Iowa
Over four years experience working within the Community Development Department of this
industrial based City of over 100,000 population. Senior level work activities included
rezonings, subdivision review, code preparation, specialized studies and downtown renewal
activities. Authored first Capital Improvements Program for the City and was instrumental in
pursuing open space planning and acquisition utilizing State and Federal funding.
