City Engineer/Utilities irector SUBJECT: Master Water Plan Update On February 12, 1991 the City of Ocoee was issued a Consumptive Use Permit from the St. John's River Water Management District. This permit listed the amount of groundwater that could be withdrawn per year for the years 1991 through 1998. These amounts were based on our estimates of need at the time we submitted a permit application. It has become apparent that the demand for water has exceeded our estimated need, since actual withdrawal has exceeded the permitted withdrawal for both 1992 and 1993. Our permitted withdrawal for 1992 was 972.6 million gallons, which was exceeded by 50 million gallons. Our permitted withdrawal for 1993 was 1.012 billion gallons, which was exceeded by almost 111 million gallons. As a result, we have been advised by the District that we must apply for a revised consumptive use permit. In order to develop a more accurate estimate of our future water needs, we must revise our Master Water Plan. Attached is a proposal from P.E.C. for the work involved to update the Master Water Plan, which includes modification of our water demand projections, preparation of a revised Consumptive Use Permit, and production of the required computer files for distribution system modeling. The work will also include determining the most cost effective means of improving our water supply and distribution system in order to avoid a repeat of our recent low pressure problem. The attached Addendum No. 94-3 will authorize P.E.C. to perform the work outlined in their proposal within 90 days of the date of approval, for a not-to-exceed fee of $40,674.00. I recommend that the City Commission authorize the Mayor and City Clerk to execute Addendum No. 94-3. WP6aPocSWEW_CUP03M Y9A THE PRIDE OF WEST ORANGE `�, ADDENDUM NO. 94-3 TO AGREEMENT FOR CONSULTING ENGINEERING SERVICES ENGINEERING SERVICES RELATED TO OCOEE MASTER WATER PLAN UPDATE AND WATER DISTRIBUTION SYSTEM COMPUTER MODELING This Addendum No. 94-3 hereinafter called the Addendum, as of this day of , 1994, shall constitute an Addendum to the Agreement for Consulting Engineering Services between the City of Ocoee, Florida (the CITY) and Professional Engineering Consultants, Inc., 200 East Robinson Street, Suite 1560, Lake Eola Centre, Orlando, Florida (the CONSULTANT), dated the 21st day of August, 1984, hereinafter referred to as the AGREEMENT. WHEREAS, the CITY and CONSULTANT entered into an AGREEMENT whereby the CITY retained the CONSULTANT to provide professional engineering services as required from time to time, and WHEREAS the CONSULTANT will perform consulting engineering services for the CITY as herein defined. NOW THEREFORE,in consideration of the mutual covenants and promises hereinafter set forth on the part of both parties to be kept and performed, the parties do mutually agree as follows: Section 1 - Services of the Consultant 1.1 The CONSULTANT shall perform the Engineering services concerning the Ocoee Master Water Plan Update and Water Distribution System Computer Modeling proposal (P-2288) as outlined in the attached letter dated April 29, 1994, relative to the provision of consulting services to the CITY. Section 2 - Compensation 2.1 Compensation by CITY for engineering services provided under this Addendum shall be computed under Paragraph 6.1.2.3 of the AGREEMENT, utilizing the Payroll Cost Times a Factor Method of Compensation with the compensation for this additional authorization not to exceed $40,674.00 as outlined in the attached proposal (P-2288),without further authorization from the CITY. Section 3 - Time of Completion 3.1 The CONSULTANT shall complete the services by as outlined in the attached proposal. Lakeshore Drive Ocoee, Florida 34761 Re: Master Water Plan Update and Water Distribution System Computer Modeling Proposal for Engineering Services Dear Mr. Shira: We are pleased to present the attached proposal for Engineering Services related to � g the above referenced assignment. The major objective of the assignment is to develop an updated Master Water Plan for the City's proposed future water service area. The proposed scope of work is outlined as follows: 1. Review and modify the potable water demand projections for the twenty (20) year planning period. To maximize the use of existing information, we will use the recently completed socioeconomic data developed for the update of the transportation impact fees. Also to be included in this update of potable water demand requirements is an analysis of the recently annexed parcels and an assessment of water demand for areas of future annexation potential. 2. Input the City's current and future potable water system data on "Cybernet Version 2"computer software. The water system models will be developed based on the existing model previously developed with "Kentucky Pipe" software, and updated to include new development and recent annexations. The new water system models will be furnished to the City in the form of computer diskettes and reports generated by the "Cybernet" software. 3. Evaluate the reasonableness of the water system model and provide system configuration alternatives to evaluate the following possible capital improvements to the potable water system: engineers planners surveyors 200 East Robinson Street • Suite 1560 • Crianoo, Fiorioa 32801 • 407;422-8062 • FAX 407/849-9401 Mr. James Shira P-2288 April 29, 1994 Page 2 a. Provide an analysis to determine the cost-effectiveness of connecting to the Orange County Water Distribution System as an emergency source of water supply. b. Operate the system with two (2)water sources, Forest Oaks and South Water Treatment Plants. This evaluation will determine feasibility and needs for pressure reducing valves, additional supply wells, additional storage and a possible booster pump station in the Jamela area. This evaluation will incorporate the feasibility of using Orange County as an emergency back-up for supplying potable water. c. Evaluate a revised system utilizing a new proposed Northwest Water Treatment Plant along with the existing Forest Oaks Water Plant and South Water Plant. A maximum of three (3) City-approved locations for the new plant will be evaluated. 4. Update existing Water Master Plan based on results of the Cybernet computer modeling and evaluation of the system alternatives. The updated Master Water Plan shall contain the following information: a. Twenty (20) year population and potable water demand projections including summation of pre-sold water capacity, vesting requirements, Level of Service (LOS) evaluation for 9J-5 requirements and status of existing FDEP water permits; b. Service Area Map; c. Review and description of existing water system including submittal of the revised SJRWMD Consumptive Use Permit Application, FDEP operation permits and distribution system maps; d. Description of proposed future water system including phasing of capacity requirements for raw water source, treatment and distribution system requirements; e. Known or predicted future water quality requirements from EPA, FDEP and SJRWMD; Mr. James Shira P-2288 April 29, 1994 Page 3 f. Description and implementation plan for well-head protection program; g. Water System Capital Improvements Plan: • System expansion for additional potable water capacity • System repairs and replacements h. Review and report concerning sufficiency of existing water capital fees to implement Capital Improvement Plan; i. Incorporate the results of the corrosion control study and make any needed recommendations based on the study results; j. Review proposed water capacity guaranteed revenue; k. Determine and recommend automatic rate increases as identified in the existing rate ordinance. 5. Delivery and presentation of final water master plan. Up to fifteen copies of the final master plan will be provided and are included in the not-to-exceed authorization of this proposal. Additional copies will be provided as a direct cost with no mark-up. Enclosed for your review are man-hour estimates included in Attachment A and cost estimates shown in Attachment B. We propose to perform the engineering services described herein on an hourly basis, for a total fee not to exceed $40,674.00 without further authorization from the City and we will complete this assignment in a time frame acceptable to the City.
