City Engineer/Utiliti s Director SUBJECT: Palm Drive Park - Grading Contract ====== = On June 26, 1994 we advertised for bids for earthmoving services required to prepare the old M&M Utility site for use as a city park. On July 12, the date of the bid opening, no bids had been received. Having received no bids in response to our advertisement, we contacted two local contractors with whom we have had experience. Linco Construction Inc. submitted a proposal to do the required work for an amount not to exceed $57,690.00. DeWitt Excavating Inc. submitted a proposal to do the required work for an amount not to exceed $24,980.00. Our original estimate of the cost of the work was $20,000.00. Copies of both proposals are attached for your review. We will work with the selected contractor during the course of the job to reduce the total cost of the project. Limiting the sod and seed to areas that will not be covered with mulch for the playground equipment, and overexcavation of the borrow area to eliminate the need for imported fill could reduce the total cost. Funding for this project will come from the wastewater utility Capital Improvements account. A transfer of $20,000.00 was approved by the City Commission on July 5, 1994, and we are requesting that an additional $5,000.00 transfer be authorized by the City Commission at the August 2, 1994 meeting. I recommend that the City Commission award this project to DeWitt Excavating, Inc. in the amount of $24,980.00 and authorize staff to transfer $5,000.00 from Wastewater Reserve for Contingency to wastewater utility Capital Improvements to fund the project. The proposal includes all work necessary to complete the site plan grading as shown on plans prepared by PEC Engineers dated June 1994. I have included an allowance for imported fill if required. A saving may be possible if the City furnishes a borrow site near the site. Linco would commence work within ten days of notice to proceed and complete work in forty-five calendar days.
