Re: Generator, Ocoee Municipal Complex Emergency Purchase
As you are well aware, the generator bought at Starke is not compatible with the transfer
switches or the power demand attached to the new Police Department and new City
Hall. This generator is probably thirty years old and is a 150 KW. To make the Police
Department a full Emergency Operations Center requires that full amount (150 KW)
and more; at this point the generator has not been tested as to its true output and,
thereby, its rating.
The transfer switches are more sophisticated in their diagnostics than the generator is in
its ability to respond. The City, with the purchase and the demilitarizing/rebuilding of
the unit, has spent a total of $11,084 on the generator. There are several vendors who
will submit bids for buying it.
On an emergency basis, I have authorized the purchase of a new Cummins/Onan 350
KW, 300 gallon base fuel tank for $41,600.00 and a new 800 Amp transfer switch for the
Police Department at a cost of $15,961.40. The availability of such a switch and the fact
that it has to be flown to two locations - one to enclose it for outside use and back for
testing before it gets to Ocoee - drives the cost up some $6,000.00 (none of this travel is
eligible for frequent flyer miles). Computer Power Systems, Inc. provided the attached
cost comparisons, the steps to complete, and the downtime for both buildings.
The City has received response from Amber (Huber Construction's sub-contractor) as to
their willingness to cooperate since the City has no as-builts, their time and materials to
complete the work as outlined, and their schedule for beginning these tasks. The
generator and transfer switch will be on site Monday afternoon or at the latest Tuesday
morning. Florida Power Corporation will cut power as necessary.
Monies to be provided through the $200,000 allocated at mid-year to the project.

Staff Recommendation:
The Honorable Mayor and Board of City Commissioners approve the emergency
purchase of the generator, transfer switch, Amber's time and materials, Huber's
supervision and Computer Power System's time and material to complete the work
necessary for relocating the Police Department to its new building and confirm these
emergency purchases.

Dear Ms. Beamer:
After careful review, the most cost effective generator size for
your new complex has been determined to be 350 KW. This capacity
will allow for total back-up of the Police Station and the
existing circuits now on generator power in City Hall , with
approximately 20% reserve capacity.
This size system will fit on your existing generator pad with
ample space for the required switch gear and conduit rework. As
you are aware, space in this area is a factor and plays a role in
sizing consideration. Also, 1 week delivery is mandatory.
The following prices have been quoted for this project :
- Ringhaver : Cat 320 KW, 270 gallon base fuel tank, used
system with approximately 1200 hours $41 ,900 .00
- Transfer switch (NEMA 3R) not available until september
- Core Power: Cat 355 KW, 300 gallon base fuel tank, used
system with approximately 2000 hours $45,000 .00
- Transfer switch, 800 Amp, NEMA 3R, new $15 .961 .40
( Includes overnight , 2 states, and next day delivery)
- Cummins Southeastern: Cummins/Onan 350 KW, 300 gallon
base fuel tank, new system $41 ,600 .00
- Transfer switch (NEMA 3R) not available until late August
It is our recommendation that the Cummins/Onan new unit be
purchased along with the transfer switch from Core Power . The
switch is a Westinghouse product and is a quality device.
I am in the process of having Quotes sent to you for your direct
purchase of these items. If I may assist further , please advise.

Subject : Generator Installation
Dear Ms. Beamer:
After careful review of your existing site, the following
installation changes are recommended to accommodate your new
generator :
- Un-hook and remove the existing generator from the
concrete pad.
- Install new 800amp transfer switch and 800 amp
disconnect adjacent to utility transformer and install
new 350 KW genset on concrete pad.
- Rework existing 800 amp Police Station feed from
utility transformer to new transfer switch disconnect.
- Install new 800 amp feed from utility transformer to
new transfer switch disconnect ( approximately 5 feet
apart) complete with a new CT meter at this location.
- Install new 800 amp feed from the generator to the
new transfer switch and a 300 amp feed to the existing
300 amp breaker feeding the City Hall transfer switch.
- Move existing Police Station meter to new location
and install a blank cover in meter can.
- Remove existing 100 amp transfer switch, install
junction box, and tie 100 amp feed to load conductors.
- Remove 100 amp generator feed from generator/Police
Station conduit run and replace with remote annunciator
wiring .
All removal items to remain the property of the City. Estimated
time to complete this task is 5 working days. I have discussed
these changes with Ken Rigby of GRG, and he concurs that this is
a workable plan. Please advise if I may further assist .

Subject : Generator replacement
Dear Ms. Beamer :
Please be advised that when work begins on the generator change
out , power to the Police Station will be interrupted while the
new transfer switch is installed and power is rewired through the
switch . This task should take 2 or 3 days. It may also be
necessary to interrupt power to City Hall for a few hours while
un-hooking and re-hooking the Police Station circuit to the
utility transformer .
Exact scheduling has not yet been determined. Monday, 8/1 , is the
projected time to commence work. Tim Libke, with Amber Electric,
should be contacting you with this schedule.
