The mayor is of the opinion that the street listed in the resurfacing program, specifically Oakland Ave . from Bluford to Taylor, is brick. I asked Buddy Elmore to determine if, in fact , the brick was • beneath the existing asphalt surface and his findings were brick did not exist from Bluford Ave . to the railroad track. The roadway from the railroad tracks to Taylor is currently brick. During this discussion Commissioner Foster made a request to resurface Russell Ct . as an alternate . A ireasurement of Russell Ct. and the measurement not to resurface that portion of Oakland Ave . from the railroad track to Taylor revealed that it would require a comparable amount of asphalt . There would be no cost change to the project. On Russell Ct. there would have to be an adjustment to one utility access cover and the cost associated with that is insignificant. Therefore, it is respeci.tully requested that we amend the resurfacing project list of streets to reflect the resurfacing of Oakland Ave . from Bluford Ave . to the railroad track and to add Russell Ct . to the list . Based on this recommendation, it appears there would be no change in the Orlando Paving bid award in the amount of $22 , 802 . 04 , with a completion time of no later than 50 days from the Notice to Proceed. There are two techniques that I know of to accomplish this task. One, to remove the existing brick and asphalt by means of a front end loader; take the brick and separate the asphalt by hand; and re-establish a sub-grade by compaction methods. A durarock material would be required as a base that would be graded with the necessary crown of the roadway surface , thus establishing a surface for the brick to be hand laid. Each course of brick must be string lined to establish straight lines , consistent with brick laying methods . Once the brick has been laid, it is necessary to wash in builders sand several times in order to establish grout lines. The sand also establishes stability of the brick. The brick is then rolled with a roller having a weight in excess of .10 tons. A cost to remove the brick is generally $10 . 00 per square yard, and the construction costs, including stabilization of the sub-base, and the installation of the durarock, is approximately $40. 00 per square yard. Due to the age of brick streets , reinforced concrete pipe was not used to convey stormwater run off, but instead, a concrete pipe was used during this era. Once the sub-base has been disturbed and the compaction around the concrete pipe lessened, the pipe, in all probability, will crumble , thus requiring pipe replacement. Lastly, it will be necessary to protect the curbed areas as these were individually poured sections that were hand placed when the brick streets were originally installed. Technique #2 is the removal of the asphalt by means of equipment that super heats the asphalt , thus melting it to a point where it OCOEE ISA RECYCLING COMMUNITY �� Page 2 . The Honorable Mayor and Board of City Commissioners December 16 , 1993 can be scraped with a Bobcat. This is done with specialized equipment and is not readily available locally. The costs are approximately the same as listed in the paragraph above, with the exception that it is not a perfectly clean product and still requires hand work to remove the remaining tack coat that bonds the asphalt to the brick. Once this has been accomplished there is still the need to remove the brick and re-lay them to re-establish a crown for drainage and a smooth, level surface for the traveling motorist . As an example, a road surface 100 ' in length, 20' wide would cost approximately $11 , 000 . These costs are actual construction costs that are used when bidding such a project . During either process should the brick be damaged as a result of the removal process , or damaged otherwise, it would be necessary to find a replacement source for this brick. The City of Orlando is currently experimenting with a section of roadway using brick from a distributor in Alabama. It should be noted that either technique is labor intensive and the installation is a highly specialized craft and is quite involved. Beamer, Directo Administrative Services SUBJECT: Resurfacing Program FY94 The FY94 Budget as adopted includes the following streets in the resurfacing program: Oakland Avenue from Bluford to Taylor Lakeshore Drive from Lafayette to Dead End Delaware from Lakewood to Bluford Lakewood from 7th Avenue to Delaware Seventh Avenue from Bluford to Lakewood Kirby & Snowden Loop Geneva from Bluford to Tiger Minor Park In an August 17, 1993 Commission action Orlando Paving was awarded the bid for the FY93 resurfacing. They have indicated their willingness to extend these prices under the same specifications, term and condition with the only change being total square yards of roadway. Their letters are attached. Based upon pricing, quality and timeliness of previous work, staff recommends award to Orlando Paving in the amount of$22,802.04 with completion within fifty (50) days from the time of Notice to Proceed.
