SUBJECT: Geotechnical Engineering and Testing Services
At the November 02, 1993, Commission meeting, the selection committee was authorized to
review submitted proposals for geotechnical engineering and testing services and short list for
an additional review. The committee met on November 16, 1993, evaluating proposals based
upon the RFP criteria.
The ranking (scoring shown on the attached tabulation) was as follows:
#1) L.J. Nodarse & Associates, Inc.
#2) Professional Service Industries, Inc./Jammal & Associates Division
#3) Universal Engineering Sciences
#4) Hartman & Associates, Inc.
#5) Ardaman & Associates, Inc.
#6) Advanced Testing Laboratories of Florida, Inc.
The top three (3) ranked firms made oral presentations to the Selection Committee on
November 30, 1993. The Committee has evaluated the three (3) based upon written
proposals, financials submitted, oral presentations, in house abilities and testing capabilities,
and reference investigations (results attached). Using this evaluation, the committee ranked
the firms as follows: •

During the November 30, 1993 meeting, the committee also discussed the possibility of
contracting with two firms, thus allowing the scope of services and cost to be on a
competitive basis, providing an alternate for any project, and expanding resources to the
fullest. Two firms on continuing services contracts are optimum without creating major
administrative problems; Geotechnical Engineering and Testing Services are usually well-
defined and short-lived with tracking much simpler when dealing with only two.
The committee respectfully requests that the Mayor and Board of City Commissioners (1)
hear the three (3) firms' presentations, (2) rank the firms, (3) allow for two continuing
services contracts, and (4) authorize the Selection Committee to proceed with negotiations
with the two top-ranked firms.
