On October 21, 1993 the Innovative Ideas Committee met to consider
a proposal submitted by Steve Edmondson of the P.P.T.D. Department.
On October 27, 1993 the Committee went to a job site on Clarke Road
to view the proposed "Round-up Applicator" in action.
It was determined by the Committee that the "Round-up Applicator"
would not only save time in controlling the growth along the
medians and sidewalks on Clarke Road or other areas of this nature
it would also assist in controlling the chemical from being blown
by the wind. This method of application will allow for
concentration where applied only. Additionally, the application
process would control the repetitive edging cycle on a weekly basis
and allow an employee to work in a much more needed area of the
City.
The attached memorandum describes this idea in detail, and the
attached sketch shows the concept.
The Committee would very much appreciate the award of the maximum
allowed of $1000 to Mr. Edmondson.

RE: Innovative idea
I have created a device to apply Round-up (herbicide ) along
sidewalks and curbs after they have been power edged in order to
maintain the power edged look. This will reduce the amount of time
and money we are presently putting into power edging and blowing on
a regular basis.
A v-shaped sponge type roller (usually used to paint the strip
where ceiling meet walls( is attached to a wooden handle. The
roller handle has a 3/15 ' black poly tube with an adapter to hook
to a solo back pack sprayer. The back pack holds up to four
gallons of chemical.
To use this device, you place the roller in the edged crevice
beside the sidewalk or curb and walk along keeping the sponge wet
with chemical by pumping up the back pack. The herbicide will
suppress vegetative growth about one inch from the sidewalk or
curb, maintaining the power edged look. The device has been tested
throughout the city and is successful in saving in excess of
$27 , 000 on Clarke Road alone .
Attached is a comparison in cost of the "Liquid Edger" versus the
power edging presently being used. I used Clarke Road as an
example . A sketch of my "Liquid Edger" is also attached.

6 ounces of Roundup per 1000 feet is needed at $42 .00 per gallon .
This equals $1 . 97 per 6 ounces per 1000 feet .
Five minutes is needed to apply at $7. 50 per hour .
This equals $ . 63 per 5 minutes per 1000 feet .
Clarke Road has 160, 512 linear feet of edging.
$1 . 97 plus $ . 63 equals $2 . 60 per 1000 feet .
This equals $417 . 33 to edge Clarke Road one time .
The Liquid Edger will need to be used 6 times per year .
This equates to $2, 503 . 98 per year.

1/2 gallon of gas is needed at $ . 76 per gallon.
This equals $ . 38 per 1/2 gallon per 1000 feet .
Oil mix is needed at $ . 50 per 1/2 gallon .
Forty minutes is needed to pcwer edge 1000 feet at $7 . 50 per hour .
This equals $5 . 03 per 1000 feet .
$ . 38 plus $ . 50 plus $5 .03 equals $5 . 91 per 1000 feet .
As previously stated , Clarke Road has 160, 512 linear feet of edging.
At $5 . 91 per 1000 feet this equals $948 . 63 to edge Clarke Road one
time .
At an average of 32 times per year , this equals $30, 356 . 16 per year .
In conclusion, the total savings per year would be:
$30, 356 . 16 minus $2, 503 . 98 equals $27,852.18

utilization of workers.

RE: Innovative Idea
When P.P.T.D. took over Clarke Road, I was appointed crew leader.
I quickly discovered it took three people two weeks to edge
sidewalks, curbs and medians with a conventional edger. I felt
this was too much time and could be done in a more efficient
manner.
I measured the width needed, then designed and fabricated a
sidewalk edger that can do the same job utilizing one person to do
the same job in two days. In doing so I saved the city
approximately 190 employee hours every two weeks. At $8 . 00 per
hour the savings is in excess of $39 , 500 . 00 annually.
The edger designed and built fits on a small three point hitch
tractor. The edger itself is comprised of two 16" disk blades
mounted on two spindles spreading over each edge of the sidewalk at
a depth of 4" on a 30 pitch. The disk is adjustable to allow the
blades to accommodate a 4 ' or 5 ' sidewalk.
The costs associated with construction of the edger are less than
$350 , labor and materials . The edger has been tested and has now
been in use for approximately two months on Clarke Road. This
edger can be used on any 4 'to 5 ' sidewalk within the city.
I would be more than happy to set a time and date to demonstrate my
edger to the committee. Please feel free to contact me if further
information is needed.

the moral support, Buddy Elmore, Supervisor, for allowing me the
time to work on this project , Alice Tate-Barnett for the graphics ,
and Larry Miller for his assistance with construction.
