City Engineer/Utiliti Director SUBJECT: SCADA System For Wastewater Treatment Plant One of the Capital Improvement Projects planned and budgeted for FY 93/94 is the acquisition of a Supervisory Control And Data Acquisition (SCADA) system. This is a computer-based monitoring and control system with several key functions to increase the productivity of existing personnel and improve the operation and control of our water and wastewater plants. The amount budgeted for this system is $48,000.00, of which $6,357.00 has been spent on computer hardware, leaving an available balance of $41,643.00. The SCADA system's first task will be to provide monitoring and control of the newly expanded wastewater treatment plant and some major lift stations. An expansion of the SCADA system in FY 94/95 will enable remote monitoring and control of the South Water Plant, and additional lift stations. In future years, as we implement a Master Water Production and Distribution Plan, we will add the capability for remote monitoring and control of the other water plants. We have selected a computer software product used in process control applications throughout the country in water,wastewater and manufacturing facilities, and have designed a monitoring and control plan based on this and other supplemental software products. A brochure describing this software is attached for your information. To set up a monitoring and control system, we will need a consultant's services to develop graphic screens and database files, and provide programming and operator training. These services are available, specifically based on this software, from the local software representative, Florida Data Systems, and from I. Kruger, Inc. A comparison of the fees quoted by these two firms is attached for your information. THE PRIDE OF WEST ORANGE �t Although firms other than Kruger can build a system based on this software, Kruger's proprietary rights prevent other firms from providing the complete system we need,without violating Kruger's process guarantee.This process guarantee is a primary reason Kruger was selected as a major process component supplier for our plant expansion. We will be subject to very stringent effluent quality criteria by regulatory agencies when our effluent is placed upon the public golf course. This process guarantee provides the city a high degree of protection from financial liability in the event that effluent quality limitations are exceeded. In summary, Kruger is our best source for a SCADA system for three reasons: 1. Their fee is within our budget and below competitors. 2. They have a thorough knowledge of the process to be monitored, and have designed systems using this software for this process before. 3. They will be able to implement full process control from day one, without jeopardizing our process guarantee. I recommend that the City Commission authorize the purchase of a SCADA system from I. Rosenthal, City Attorney rp- DATE: November 11, 1993 RE: SCADA_Systeam For Wastewater Treatment mot I have reviewed your memorandum to the City Commission dated November 9, 1993 in connection with the SCADA System for the Wastewater Treatment Plant. Florida Data Systems and I. Kruger, Inc. were requested to submit fee quotations in connection with the purchase of the SCADA System. Both companies provided the City with fee quotations pursuant to your request. No other firms were requested to submit fee quotations. You have advised me that fee quotations were solicited from only two companies due to the limited number of companies in a position to provide the SCADA System required by the City. You have also indicated that a justification could be made for a sole source purchase from Kruger in order to avoid jeopardizing the City's process guarantee. Please be advised that the City Commission has the authority to acquire the SCADA System on a sole source basis from Kruger and to otherwise limit the number of companies requested to submit fee quotations for the SCADA System. The City Commission has broad discretion in making this award. Based upon the facts set forth in your memorandum to the City Commission and the matters addressed in this memorandum, it is our opinion that the City may lawfully award the purchase of the SCADA System to the low bidder, I.
