Beamer, Directoril). -- Administrative Services SUBJECT: Former M & M Utility Site / Park Site Development As part of the reclamation of the land on which the M &M Utility was located, several tasks must be accomplished: (1) soils sediment sampling which was completed -- the results of which are attached; (2) a boundary survey; and (3) a topographic evaluation. The latter two will provide the information from which the cost for levelling the site for a change in use can be calculated. The proposal for performing these services is also attached; the price is a not-to-exceed figure of $1,700.00 to be paid from wastewater contingency. The current balance in the wastewater contingency is $216,287.50. After the reclamation has occurred, this area of approximately one acre in size located west of the old Piggly Wiggly Shopping Center and east of Pioneer Key 2 will be utilized as a park. Monies have already been awarded through the Community Development Block Grant Program for the playground equipment. The park site should be completed during the fourth quarter of FY94. Action Requested The Mayor and Board of City Commissioner approve the transfer of$1,700.00 from wastewater contingency 403-532-4900 to wastewater engineering expense 403-532-3102 for a boundary and topographic survey. City Engineer/Utilities Director RE: Soil Sediment Sampling at Former Wastewater Treatment Plant, Ocoee, Orange County, Florida Dear Mr. Shira: In accordance with our proposal (No. 93-0597-2) authorized by you and dated February 11, 1994, we have completed soil/sediment sampling at the subject site. As outlined in our proposal, we implemented the following scope of services: 1. Removed four soil/sediment samples from the locations of two former wastewater disposal percolation ponds. 2. Analyzed each sample removed for TCLP Primary Standard Heavy Metals. 3. Prepared a report on the analytical results of the soil testing. Figure 1 indicates the approximate location of each of the four samples removed for analyses. Each sample was taken from the upper one foot of the soil/sediment strata at the designated location. Samples were removed utilizing a clean decontaminated stainless bucket auger. Each sample removed was placed in laboratory prepared containers and transported on ice to a Florida Department of Health and Rehabilitative Services (DHRS) certified laboratory (Orlando Laboratories). All field sampling activities were performed following Florida Department of Environmental Protection (FDEP) QA/QC Standard Procedures. - __ WR - 3 1994! 807 South Orlando Avenue♦Suite A•Winter Park, Florida 32789•Telephone 407.740. fug simile 407-744261.12i • • Project No. 93-0597-2 Page Z' As a result of the sampling and analysis undertaken as described above, none of the four samples analyzed detected the presence of heavy metals above the method detection level for the prescribed EPA test methodology. The only exception was the level of.Barium detected at 1.5 parts per million (ppm) in the sample taken from the west end of the north pond. Thislevel is well below the maximum allowable contaminant level in.soil of 200 ppm. • Based upon the soil/sediment sampling"and analysis undertaken, it appears that the operation of the former wastewater treatment percolation ponds has not had a significant impact on heavy metal concentrations in the soils at the locations sampled during this limited investigation. We propose to perform a boundary and topographic survey of the subject site based upon the legal description to be furnished. The survey shall be performed in conformance with the Minimum Technical Standards for Land Surveys in the State of Florida, pursuant to Florida Statutes. The survey shall culminate in a certified manuscript showing the boundary lines of the subject site, as well as one foot contour elevations. The elevations shall be based upon Mean Sea Level Datum relative to Orange County benchmarks.
