Minutes of the Human Relations Diversity Board
Regular Meeting Held August 02,2018
I:CALL TO ORDER
HRDB meeting was called to order by Chair Brown at 7:05 p.m. in Room 109 of Ocoee City Hall located at 150 North
Lakeshore Drive, Ocoee, Florida.
A. Pledge of Allegiance and Moment of Personal Reflection: Member Hershaw led the board in the Pledge of
Allegiance to the U.S.flag;followed by Chair Brown asking for moment of personal reflection.
B. Roll Call and Determination of Quorum: Secretary Mieras performed roll call and declared quorum (6) met.
In Attendance (8):
Chair Brown & Members: Calloway, Dawkins, Maxwell, Crown, Foster, Hart, & Hershaw.
Non-Voting Present:
Secretary Mieras& Ex-Officio Member Wright.
Absent (2):
Members: Daily&Anderson-Robinson.
C. Review of Excused Absences: Members Daily&Anderson-Robinson were excused absences.
D. Review Agenda for Tonight's Meeting: Chair Brown reviewed the agenda for tonight.
E. Review of Minutes: Minutes from the June 7th meeting were reviewed.
Motion made by Member Crown,seconded by Member Dawkins, and unanimously passed to approve the June
7th Minutes.
II: BUSINESS FOR DISCUSSION
A. Comments from Citizens/Public: Member Maxwell expressed concerns about the board fulfilling the mission
statement and low unity among board members. Members Crown and Dawkins also shared concerns about the
Orange County Equal Justice Initiative (EJI). Discussion ensued.
B. Budget Report: Ex-Officio Member Wright will report the balance of$12,338.65 as of this month.
Motion made by Member Hershaw, seconded by Member Crown, and unanimously passed to, if requested,
have Ex-Officio Member Wright present the below estimated expenditures to city staff/leadership during the
City's 2018-19 budget process.

Each board,commission, or agency of this state or of any political subdivision thereof shall include in the notice of any
meeting or hearing, if notice of the meeting or hearing in required,of such board, commission, or agency, conspicuously
on such notice,the advice that, if a person decides to appeal any decision made by the board, agency,or commission
with respect to any matter considered at such meeting or hearing, he or she will need a record of the proceedings, and
that,for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made,which record
includes the testimony and evidence upon which the appeal is to be based. The requirements of this section do not
apply to the notice provided in s. 200.065(3).

C. Historical Memorial Subcommittee Report: Member Maxwell reported on the minutes and documents from the
July 19th subcommittee meeting.
Member Maxwell shared an Orange County EJI Task Force gofundme page with the board. Member Maxwell
argued this page falsely reported the relationship between Orange County EJI Task Force and the City of Ocoee
for monetary gain.
Motion made by Member Hershaw, seconded by Member Crown, and unanimously passed to have Member
Maxwell take the gofundme information to the City Attorney.
Motion made by Member Crown,seconded by Member Dawkins, and unanimously passed to send Member
Maxwell's letter asking John Lewis to be the Keynote speaker for the 1920 Dedication Ceremony.
The next Historical Memorial Subcommittee meeting was set for Thursday, August 16th 6:30 p.m.
D. Discussion of MLK Keynote Speaker:The board discussed various political and business leaders for the MLK
Ceremony Keynote Speaker.
Motion made by Member Dawkins, seconded by Member Calloway,and unanimously passed to ask Val Demings
to be the 2019 MLK Ceremony keynote speaker with Jerry Demings&Gail Paschall-Brown as alternative options.
Other Business:
Member Maxwell recalled his visit to the Winter Garden Heritage Foundation on July 10th 2018. Member
Maxwell explained the foundation was very helpful with the subcommittee's research into the 1920's and that
the foundation is a donation based organization.
Motion made by Member Maxwell, seconded by Member Hershaw,and unanimously passed to make a$100.00
donation to the Winter Garden Heritage Foundation.
Ex-Officio Member Wright suggested the board consider renaming Central Park to July Perry Park.
Motion made by Member Crown,seconded by Member Calloway, and unanimously passed to ask the city
council to rename Central Park to July Perry Park effective 2020.
Ex-Officio Member Wright shared the Florida State Historical Marker Program with the board on behalf of
Mayor Johnson.

Motion made by Member Hershaw, seconded by Member Crown, and unanimously passed to authorize
Member Maxwell to,with the assistance of the Historical Memorial Subcommittee, submit applications for a
July Perry and a Maguire House Florida State Historical Marker.
E. Set Next Agenda: Chair Brown, along with input from the board, set the agenda for the next meeting, which will
be held on September 6th, 2018, said Agenda was established as listed below:
