March 3, 1992
The Districting Commission was charged with the duty of preparing a
recommendation for the geographic boundaries for four (4) single-member districts
for the City of Ocoee. The following criteria were used in the deliberation and
the evaluations by the Districting Commission are shown underscored after each
item.
1) Each district shall be formed of compact, contiguous territory
and shall be as rectangular as possible. To the extent
possible, the boundary lines of each district shall follow the
center lines of streets.
Plan #1 - Appears to satisfy this requirement the best.
Plan #2 - Satisfies this requirement.
Plan #3 - Satisfies this requirement.
Amended #3 -Satifies this requirement.
2) The district shall be based upon the principal of equal and
effective representation as required by the United States
Constitution.
Plan #1 - Has two commissioners residing in two districts, leaving
two districts without resident representation until next
election.
Plan #2 - Has two commissioners residing in two districts, leaving
two districts without resident representation until next
election.
Plan #3 - Satisfies this requirement.
Amended #3 - Satisfies this requirement.
3) The boundaries of each district shall, to the extent possible,
be aligned with the boundaries of the county precincts within
the City and with the boundaries of the City.

4) Equality of population among districts.

7) Preservation of existing precinct boundaries to the maximum
extent feasible.
Plan #1 - Divides Precinct 99 between 3 districts.
Plan #2 - Divides Precinct 99 between 3 districts.
Plan #3= Divides Precinct 99 between 4 districts.
Amended #3 - Divides Precinct 99 between 4 districts.
8) Maintenance of the integrity of municipal boundaries and of
communities of interest to the maximum extent feasible.

9) All reports containing recommendations shall include a map
chat sets forth the proposed boundaries of each district.
See attached for all three plans plus a map showing the recommended
amended Plan #3.
SUMMARY
This Commission reached a consensus that districting is premature and charter
revision would be preferable to districting. However, if district lines are to
be drawn, this Commission recommends the adoption of the amended Plan #3 which
most evenly distributes the population according to the 1990 census and satisfies
the criteria set forth as guidelines for this Commission.
