HomeMy WebLinkAbout03-29-94 Minutes of the Ocoee Districting Commission Meeting Held March 29, 1994 MINUTES OF THE OCOEE DISTRICTING COMMISSION MEETING HELD MARCH 29, 1994 CALL TO ORDER Chairperson Starn called the meeting to order at 7:30 p.m. in the commission chambers. ROLL CALL The roll was called and a quorum declared present. PRESENT: Chairperson Starn,Members Breeze,Dunnaway,Carlsson, Pauline and City Clerk Grafton. APPROVAL OF MINUTES It was noted that the minutes of the March 17 meeting should include Commissioner Johnson as present. Member Carlsson, seconded by Member Breeze, moved to approve the minutes of the March 17, 1994 meeting with the correction that Commissioner Johnson is shown as present. Motion carried 5-0. DISCUSSION AND REVIEW OF NEIGHBORHOODS/DISTRICT LINES Member Carlsson asked why this exercise was being done this year when redistricting will probably be considered on a larger scale next year. Mrs. Starn explained that the redistricting possibly will be considered in 1996 instead of 1995 and then only if the Charter Committee determines that it is necessary. The City Commissioners who requested this said they had received complaints from citizens who live in the areas that had been discussed and they felt that there was a valid reason to consider consolidating those neighborhoods which had been split by the districting action taken in 1992. There was no request to do a major realignment of district lines, but only to tweak the lines enough to let historic neighborhoods be together. According to the City Charter the City Commission cannot consider changing districting lines without the matter first being considered by the Districting Commission, thus this question has been brought before this Commission to evaluate the situation and submit a recommendation whether the requested changes should be made at this time. A map had been prepared showing the changes suggested: To be moved into District 1 from District 4: beginning on Nicole at Lauren Beth (at the backside of the property line instead of the street side) and extending down Leslie Ann to Sarah Lee Lane (still on the backside of the property line instead of the street side); beginning again at Sandy Cove and extending south in a straight line to Center Street along the backside of the property facing on Ridgefield Avenue, along Center Street to the backside of the property line of those houses facing on Sullivan Street to Silver Star Road. This line thus includes those houses facing on Marsden Street. To be moved into District 1 from District 2: beginning on Apricot Drive at Reba Street (on the backside of the property line of those houses facing on Apricot Drive) and going west and south along Apricot Drive (still along the backside of the property line of those houses facing on Apricot Drive) and extending in a straight line south from the backside of the southernmost house before the southwest curve of Apricot Drive, to Center Street, thus including all those Ocoee Districting Commission Meeting March 29, 1994 houses from that point on the north side of Center Street east to Ocoee Hill Road and also including all those houses on Apricot Drive, Pinewood Lane, and Oakwood Lane. Member Carlsson, seconded by Member Breeze,moved to leave the districting map as it was approved in 1992 until the Charter Committee meets in 1996. On roll call Members Dunnaway and Pauline and Chairperson Starn voted "no." Members Breeze and Carlsson voted "yes." Motion lost 3-2. Serious consideration was given to the issue and during the discussion a count was made of the number of households affected by the proposed changes which showed approximately 80 in Brentwood, 37 in Leslie Ann/Nicole area, and 55 in Apricot/Pinewood. The fact that there were other neighborhoods that appeared to be split was brought up and discussed. Consensus was that there had been no complaints reported from those neighborhoods and so no action should be taken on areas other than those mentioned at the meeting of March 17. Member Pauline, seconded by Member Dunaway, moved to approve the proposed changes to the districting map as presented with the criteria established to consolidate the neighborhoods which were split by original districting and to recommend to City Commission that those listed changes be made in the districting map. Motion carried 5-0. SET NEXT MEETING DATE It was determined that there were no more meetings required for this issue at this time.
