PARKS AND RECREATION ADVISORY BOARD
REGULAR MEETING HELD ON September 20, 2017
CALL TO ORDER
The meeting was called to order at 6:08 p.m. in the Lakeshore Center, 125 N. Lakeshore
Drive, Ocoee, FL 34761. The roll was called and a quorum was declared at that time.
PRESENT: Chairman Rainer, Vice-Chairman Graham, Members, McKey, and Koontz, with
Member Maranan. Also present were Parks and Recreation Director Jeff Hayes (Director
Hayes), Ex-Officio Member Commissioner Rosemary Wilsen and Senior Administrative
Assistant Dottie Godek.
ABSENT: Member Barber (excused) and Member Applegate (unexcused)
INTRODUCTION OF GUESTS AND VISITORS: None
A. APPROVAL OF MINUTES
Member McKey seconded by Member Koontz made a motion to accept the minutes of
the July 16, 2017 meeting. The motion passed unanimously.
B. LIGHT UP OCOEE
Sr. Administrative Assistant Godek provided a picture of the 50 new signs for the
Light Up Ocoee event. 12/11/17 and 12/13/17 will be the dates of the Light Up Ocoee
bus rides. The event will be done the same as it was last year; the Board will drive
around the city, pick out the best light displays and place the signs.
Member McKey, seconded by Member Graham made a motion to have the lighting
judging on the evenings of December 11 & 13 2017 at 5:30 pm. 4 Members approved, 1
opposed, motion passed.
C. CITY TREE LIGHTING EVENT December 2"d 2017
The actual tree lighting will be at approximately 6:15 pm
Sr. Administrative Assistant Godek reported that there are approximately 600 craft
items left. Ex-Officio Member Commissioner Wilsen suggested a board with a
numbered sample of each craft that is available and the children can pick from the
display. Chairman Rainer suggested the board members work shifts, 5:30 pm to 7:00
pm and then 7:00 pm until 8:30 pm.
Member Graham 1st shift Member McKey & Wife 2nd shift
Member Maranan 1st shift Member Koontz will do both shifts.
Members Barber and Rainer will work when available.

D. SPRING FLING MARCH 10th 2018
Ex-Officio Member Commissioner Wilsen said that the event may be different this
year: due to the construction it may not be as large as in the past years. Member
Maranan mentioned that perhaps there should be some modifications to what the Board
did last year, perhaps purchasing seedlings instead of doing cuttings; he will send a list of
nurseries that he works with to see if they are City Vendors.
E. REVIEW OF PARKS AND RECREATION BOARD PURPOSE AND DUTIES
Copies of the City Ordinance creating the Parks and Recreation Advisory Board and
identifying it's authority were handed out to the board members. Director Hayes said
also included was a copy of the tie-in with the tree board as the Advisory Board serves as
the Tree Board for the city.
Member McKey mentioned that it would be nice to have a plaque for Francis Watts and
also for Wendell Singrey at the Ison Center. Director Hayes said that it can all be tied to
Arbor Day in 2018. He also said that he will mention to the Senior Group about perhaps
appointing another member to the Advisory Board.
F. OTHER BUSINESS
Member McKey mentioned that he hasn't seen anyone using the Montgomery Avenue
Park and was wondering why. Director Hayes said that there was no reason and that
the improvements will be starting.
Director Hayes mentioned that the next Parks and Recreation Advisory Board meeting
was scheduled for Monday 11/20/17 and asked if perhaps the board would like to change
the date. The board's consensus was that the date of 11/13/17 would be best.
Ex-Officio Member Commissioner Wilsen gave an update on the hurricane debris pick
up situation.
