Reviewed By: Contact Name: Craig Shadrix, ACM Department Director: Contact Number: (407)905-3111 City Manager: Subject: Authorize City Manager to formally propose use of City Property for future location of a St. Johns River Water Management District Local Office Background Summary: City staff is actively engaged to bring a greater corporate presence to the downtown redevelopment area, the Community Redevelopment Area (CRA), and the State Road 429 corridor, having met with no fewer than a half dozen companies in recent months. There are numerous reasons that bringing a corporate presence to downtown Ocoee is beneficial to our current and future goals. An office building with 50+ professional employees making excellent wages is the type of user necessary in a developing downtown for improving the retail and residential base. Our economic development team pursued the St. Johns River Water Management District(SJRWMD a.k.a., the District) for consideration for any future satellite office and wishes to provide a formal proposal to the District at their request. Issue: Should the Honorable Mayor and City Commission authorize the City Manager to submit a proposal to the SJRWMD pursuant to items recommended by staff to bring a satellite office of the SJRWMD to Ocoee? Recommendations: Staff recommends that the City Commission direct the City Manager to submit a proposal letter to the SJRWMD officially offering the city owned property located at the corner of Kissimmee Avenue and McKey Street free of charge for consideration of a future local office. Additionally, it is recommended that the City Commission direct that the proposal include offerings of free use of the Lakeshore Center, partnership opportunities regarding fleet services, and expedited permitting and inspections. The site is also located within the Ocoee Brownfield Overlay known as the Special Economic Enhancement District(SEED)and would qualify for waivers of fees by the City Commission as applicable. If at any future point the District decides to take us up on the proposal, an Interlocal agreement memorializing all terms would be brought before the City Commission. Attachments: Proposal letter to be provided at the City Commission meeting Financial Impact: The property was purchased in October of 2014 for$525,000 with general fund dollars; therefore, no reimbursement to another fund would be required. This recommendation, which is to offer the property at no cost to the District, is based upon the expected economic return on the investment benefitting the downtown redevelopment area.
