BACKGROUND: Wesmere PUD, located west of Maguire Road and north of Roberson Road, is approved for a total of 724 dwelling units in a variety of villages of varying densities . Four villages within the PUD have already been approved and constructed constituting 193 lots . The Development Program for the next four villages of the project is summarized below: Village 10 (Crestenlake) Gross Area : 13 . 32 Ac . No. Of Lots : 23 Net Density: 4 . 0 D.U . /Ac . Min. Lot Size: 5500 s . f . Min. Lot Width 50 ft . Min. Floor Area : 1400 s . f . Village 11 (Hampton Woods ) Gross Area: 21 . 4 Ac . No . Of Lots : 51 Net Density: 4 . 0 D.U . /Ac. Min. Lot Size : 6600 s . f . Min. Lot Width: 60 ft . Min. Floor Area : 1400 s . f . Villages 12 & 13 (Brookhaven Oaks) Gross Area: 31 . 33 Ac . No . Of Lots : 83 Net Density: 3 . 27 D.U. /Ac . Min. Lot Size: 8250 s . f . Min. Lot Width: 75 ft . Min. Floor Area : 1400 s . f . Staff Report June 15 , 1994 Page 2 Based on this data, the development of Villages 10 , 11 , 12 & 13 will add a total of 157 more lots within the Wesmere PUD. This will bring the total number of lots to 350 , less than half of the permitted number for the entire project . DISCUSSION The proposed phasing and lot sizes proposed within these villages vary slightly from those originally depicted upon the Wesmere PUD Land Use Plan; however, these changes are permitted under the development conditions of the PUD and do not represent an amendment to the Plan. Additionally, the project varies somewhat from current Land Development Code requirements pertaining primarily to environmental buffers . Since the application of these current requirements on the development would limit the ability of the developer to complete the project as originally permitted, provisions within the Developer Agreement for the PUD take precedence in such cases and permit the project to proceed based upon the approved Land Use Plan . Conversely, the developer was requested at this juncture to clarify the provision for adequate recreation land within the project as called out in the Land Use Plan. Based upon a review of the recreation lands already provided within the development , it was determined that the addition of a 2 . 1 acre play area within Village 10 as well as a 0 . 5 acre passive park would bring the plans into conformity with the requirement for a total 10 . 7 acres of recreation land within the project . At the DRC meeting, the developer agreed to provide this land area as part of the Village 10 development (see attachment ) and incorporate it within the Final Subdivision Plans and Plat . PLANNING AND ZONING COMMISSION RECOMMENDATION : The Planning and Zoning Commission met on June 14 , 1994 . Two residents from Wesmere were at the Public Hearing and expressed general support for the projects with the inclusion of the park area within Village 10 . After some further discussion regarding the maintenance of high quality development standards within the project , the Planning and Zoning Commission voted unanimously to recommend approval of the Preliminary Subdivision Plans in accordance with the staff recommendation. STAFF RECOMMENDATION : The DRC reviewed and approved this project unanimously on June 7 , 1994 . Based upon that action, as well as that of the P&Z , staff respectfully recommends that the Honorable Mayor and Board of City Commissioners approve the Preliminary Subdivision Plans for Villages 10 , 11 , 12 & 13 of Wesmere PUD with the condition to provide an improved 2 . 1 acre park area as part of the Village 10 development .
