Also, on June 15 and 16 the City participated in the State Hurricane Drill . Due to recent changes of Federal, State and County Plans (which are still in draft form) we found several elements of our disaster plan requires revising. We found that individuals will need to be self-sustaining ( food, water, medical needs and other basic items on hand) for a minimum period of four days . All special needs, ie. medicines , special formulas for at least 2 weeks . Since there will be a shelter deficit within all populous counties in Florida, only 13 in Orange County, any who feel their present home is not safe should make pre-arrangements with relatives or friends in safer structures or go out of state. West Orange High Schools is a primary shelter in the West Orange area, with Ocoee Middle being the overflow shelter. The capacity of combined schools is only 2 , 873 persons . All mobile home residents should heed the need to evacuate. The new Ocoee City Hall shall be designated as the shelter for City employees and their families and we will use the City of Ocoee Community Center to feed our employees until we can determine our future needs . The Emergency Operation Center (E.O.C. ) will be established at the new Police Building with a secondary E .O.C. at Fire Station #1 . Only essential employees will be kept over to provide emergency response as long as it is safe. When the storm passes and conditions improve then, we will work through the building, fire, police and public works department to ascertain the damage and forward the information to the E .O.C. for assessment. City employees will be notified of what procedures to follow before they are released to secure their family and homes . 0/(- 2 On the state level we now have the Comprehensive Emergency Management Plan (C.E.M.P. ) and State E .O.C . The Comprehensive Emergency Management Plan provides for service to be channeled through the Orange County Emergency Management Director for our needs . The State has also established Rapid Impact Assessment Teams (R. I .A.T. ) to determine the need of the local communities as to food, water, shelter, health and medical needs . This will speed the process of getting the right kind of help quickly. We are working with the Orange County Emergency Management office to establish the emergency support function within the county. All needs will be established and coordinated throughout E .O.C. to the Orange County Emergency Management Office. Two other sources of assistance we are developing is the Local Ministerial Association, Pastor Weldon, and Health Central Hospital, Rod Hollis . It is our plan that local churches will assist in providing shelter needs for local residents . We are working through the American Red Cross to establish the needs and requirements for this type of shelter. One of the many scenarios in the Community Emergency Management school taught by Federal Emergency Management Association (F.E.M.A. ) , that I attended in May of this year, is that the community hospitals, businesses, churches and other various civic organizations should bond together to compile information and resources in the event of a disaster. Disaster planning is an ongoing process that requires upgrading. Our direction is public education, training, use of local resources, building codes and enforcement. The City Disaster Plan will be updated, along with adjustment to new and existing facilities, as resources permit and additional information gathered.
