Subject: Road Closure of Brushy Creek Court
Issue:
The City has received a request to temporarily close Brushy Creek Court to allow for Prime
Construction Group, Inc. to use this area for an office trailer location and equipment and material
storage site. Therefore, the Public Works Department is requesting that the City Commission
approve of the closure of Brushy Creek Court for a duration from September 2004 until May
2006,the projected completion end date for the Old Winter Garden Road Improvements Project.
Recommendation:
Staff recommends that the City Commission approve the request to temporarily close Brushy
Creek Court from September 2004 until May 2006 to allow Prime Construction Group, Inc. to
locate theirs and the City's project office trailers there and to use the area for equipment and
material storage.
Background Summary:
Prime Construction Group, Inc. (PCG, Inc.) is the contractor constructing the improvements to
Old Winter Garden Road and Professional Parkway. PCG, Inc. has looked for a site along the
project limits and has been unable to secure a location to set up theirs and the City's office
trailers for the project offices. This is a condition of the project's contract documents to have on-
site offices for the contractor and the City personnel for the project.
Brushy Creek Court is a short cul-de-sac running south of and intersecting with Professional
Parkway. This road will ultimately become the south leg of a four way signalized intersection
with the realigned Bluford Avenue between SR 50 and Old Winter Garden Road. There are
currently no developed lots on Brushy Creek Court; the surrounding property is part of the Heller
Brothers development south of Professional Parkway.
PCG, Inc. has agreed to maintain the site and to perform any repairs required to return the site to
its original condition upon completion of the project. Cleaning and repair of the right-of-way
and roadway will be a condition of project completion. The site is located in the approximate
center of the project and is probably the only available undeveloped property along the project
corridor. The site will be fenced along the right-of-way limits to prohibit any incursion on to the
Heller Brothers property.
Staff does not foresee any problem with allowing PCG, Inc. to use the Brushy Creek Court right-
of-way for its location of PCG's and the City's office trailers from September 2004 until the
project completion date of May 2006 or longer as required. This similar type request was made
for Wharton-Smith, Inc. for the construction of the new Fire Station No. 1.
Fiscal Impacts:
The fiscal impacts to the City are the ability to keep the Old Winter Garden Road project costs to
an acceptable level. The contractor has agreed to keep the site clean and repair any damge to
existing facilities prior to completion of the project.

RE: Temporary Road Closure of Brushy Creek Court
ISSUE
The City has received a request to temporarily close Brushy Creek Court to allow for Prime
Construction Group, Inc. to use this area for an office trailer location and equipment and material
storage site. Therefore, the Public Works Department is requesting that the City Commission
approve of the closure of Brushy Creek Court for a duration from September 2004 until May
2006,the projected completion end date for the Old Winter Garden Road Improvements Project.
BACKGROUND/DISCUSSION
Prime Construction Group, Inc. (PCG, Inc.) is the contractor constructing the improvements to
Old Winter Garden Road and Professional Parkway. PCG, Inc. has looked for a site along the
project limits and has been unable to secure a location to set up theirs and the City's office
trailers for the project offices. This is a condition of the project's contract documents to have on-
site offices for the contractor and the City personnel for the project.
Unfortunately, PCG, Inc. has not been able to secure a site along the project at a reasonable cost.
Heller Brothers offered a tract off of Brushy Creek Court, but the cost is prohibitive. Heller
Brothers had some problems with Ryan, Inc. who was the contractor on the Maguire Road
project, so they are probably a little hesitant it working with another contractor.
Brushy Creek Court is a short cul-de-sac running south of and intersecting with Professional
