Subject: Christmas and New Years Holidays for 2005
Issue:
City staff is in the process of developing the 2005 Community Calendar. Staff needs direction
on the days that the City will be closed for the Christmas and New Years holidays.
Recommendation:
Staff respectfully recommends that the City Commission choose December 23rd and 26th, as
the days City Hall will be closed for the Christmas holiday in 2005 and designate Monday,
January 2nd, 2006 as the day City Hall will be closed for New Years Day.
Background Summary:
Section 8 of the Personnel Rules and Regulations relates to holidays. (Please see attached
Section 8.01.) It states that when a holiday falls on Saturday or Sunday, the Friday preceding
or the Monday following shall be designated a substitute holiday and observed as the official
holiday.
Specifically with regard to the Christmas holiday, Section 8 states that the City will observe the
day before or the day after Christmas day, to be determined by the City Commission.

ISSUE
City staff is in the process of developing the 2005 Community Calendar. Staff needs direction
on the days that the City will be closed for the Christmas and New Years holidays.
BACKGROUND/DISCUSSION
Section 8 of the Personnel Rules and Regulations relates to holidays. (Please see attached
Section 8.01.) It states that when a holiday falls on Saturday or Sunday, the Friday preceding
or the Monday following shall be designated a substitute holiday and observed as the official
holiday.
Specifically with regard to the Christmas holiday, Section 8 states that the City will observe the
day before or the day after Christmas day, to be determined by the City Commission.
Christmas day falls on Sunday, December 25 in 2005. (Please see attached calendar.) The
federal government will observe Monday, December 26, 2005 as its official Christmas holiday.
Because the City of Ocoee is closed for typical business functions on two days during the
Christmas holiday, Thursday and Friday (December 22nd and 23rd) or Friday and Monday
(December 23rd and 26th) are potential options.
New Years Day falls on Sunday, January 1, 2006. The federal government has designated
Monday, January 2, 2006 as the day for observing New Years.
RECOMMENDATION
Staff respectfully recommends that the City Commission choose December 23rd and 26th, as
the days City Hall will be closed for the Christmas holiday in 2005 and designate Monday,
January 2nd, 2006 as the day City Hall will be closed for New Years Day.

HOLIDAYS
8.01 Days 12bserved

C. The City Manager will determine which departments or operations will be closed
in observance of the holiday.
8.02Eligibility for Holiday Pay
A. All holidays earned must be taken as time off or paid on the same day that it is
earned.
B. An employee must be on an approved leave for or work the normal schedule of
hours, on the regularly scheduled working day immediately prior to and
immediately following a holiday, in order to qualify
