Please appoint a citizen to serve in his place. Although Mr. Lewis had to miss quite a few meetings, he made valid contributions to the function of the Board as a whole and he will be sorely missed. Finding a person to take his place with his level of experience and knowledge will be a challenge. The next scheduled meeting of the General Employee Pension Board is March 21. During the course of the last year, I've missed nearly half of all the board meetings due to conflicts with my work schedule. With recent changes in my area of responsibility, I've found it more difficult to meet the very important role of member and chairman of this group. I believe someone with more flexibility in their work schedule, who can attend all the scheduled meetings plus complete the required study, would better serve the employees of the City. As a resident of Ocoee, I have a strong commitment to the City and would be willing to serve on short term task forces as needed. Please call on me if I may be of future service. With the exception of one, all the members said that they would be willing to serve again should you wish to reappoint them. Dr. Serow is out of the country until late May. However, Dr. Terry, who was also involved in the original districting action, said that he would be available to assist in this project. Rosenthal, Esq. , City Attorney K` DATE: February 18, 1994 RE: Orange County/City of Ocoee Planning Advisory Committee The recently approved Joint Planning Area Agreement calls for the formation of the "Orange County/City of Ocoee Planning Advisory Committee" ("PAC") . The PAC is to consist of two (2) appointees from the City, two (2) appointees from the County and a fifth person to be selected by the four (4) appointees. Attached is a copy of Section 11 of the Joint Planning Area Agreement which sets forth the purposes of the PAC. It is recommended that the City Commission designate two (2) appointees to the PAC. While the Joint Planning Area Agreement does not specify a term of appointment, it is my recommendation that they be appointed for a two (2) year term commencing April 1, 1994 and ending March 31, 1996. It is further suggested that these appointments be made no later than March 31, 1994 so that the PAC may hold an organization meeting in April. The Orange County Comprehensive Policy Plan shall not be used as a basis to excuse the County' s obligations under this section. Any provisions contained within the intergovernmental coordination element of the County Comprehensive Policy Plan or provisions of this Agreement which are in conflict with utility portions of the County Comprehensive Policy Plan shall control over said utility provisions in the County Comprehensive Policy Plan. D. The parties further agree that nothing in this Agreement, the Sewer Territorial Agreement and/or Water Territorial Agreement addresses in any way the reuse water rights of the City or County under Florida law. E. The intent of this section is to assure the availability of sewer and water service from either the City or the County to all lands located within the corporate limits of the City and upon annexation into the corporate limits of the City to such annexed lands which are located within the JPA. Section 11. Creation of Plannina Advisory Committee. A. There is hereby created by the County and the City the "Orange County/City of Ocoee Planning Advisory Committee. " The PAC shall consist of two appointees from the City, two appointees from the County, and a fifth person to be selected by the four appointees. B. The PAC shall have the following purposes : (1) The PAC shall serve as a forum for the County and City to identify and discuss issues related to comprehensive plan implementation, and development and funding which affect the County and City in such areas as land use, transportation, drainage, conservation, solid waste, sanitary sewer, potable -28- water, natural groundwater aquifer recharge and recreation and open space planning. (2) The PAC shall serve as a forum to discuss annexation plans by the City. (3) The PAC shall review and make recommendations on all Interlocal agreements between the County and the City. (4) The PAC shall make recommendations to the City and County regarding any amendments to this Agreement, the Joint Planning Area, and/or the Joint Planning Area Land Use Map. (5) The PAC shall serve as a forum for sharing information and technical data and general discussion of matters of interlocal interest. (6) The PAC shall review and make recommendations to the County and City regarding any areas within the JPA or adjacent to the JPA requiring special study. (7) The PAC shall advise the County and City regarding the resolution of issues requiring intergovernmental concurrence. (8) The PAC shall foster the Goals, Policies and Objectives of the County Comprehensive Policy Plan and the City Comprehensive Plan. (9) The PAC shall serve such other advisory functions as may be jointly designated by the County and the City. C. CITIZEN ADVISORY COUNCIL FOR POLICE DEPARTMENT Meets 3rd Thursdays, alternate months No less than 15 members, no more than 25 members - 3 year terms Duties: To promote and maintain communication, cooperation and a positive relationship between the citizens of the City of Ocoee and the Ocoee Police Department. CODE ENFORCEMENT BOARD Meets 4th Tuesdays, 7:30 p.m. 7 members, 2 alternates - 3 year terms (Membership will, when practicable, include an architect, a businessman, an engineer, a general contractor, a sub-contractor and a realtor) . Duties: To review infractions of City technical codes, negotiate compliance and impose fines for failure to comply. PLANNING AND ZONING COMMISSION Meets 2nd Tuesdays, 7:30 p.m. 7 members, 2 alternates - 3 year terms (Membership will, when reasonable, include an architect, an engineer, a general building contractor, a real estate agent and lay persons) . Duties: Establishes principles and policies for guiding action affecting development in the City and its environs. Determines whether special proposed developments conform to the principles and requirements of the comprehensive plan. Acts in advisory capacity to the City Commission. RECREATION ADVISORY BOARD Meets 2nd Mondays, 7:30 p.m. 7 members - 2 year terms Duties: To advise the Mayor, Board of City Commissioners, City Manager and Recreation Director on the operation of the City's parks, recreational facilities and programs. GENERAL EMPLOYEES' RETIREMENT TRUST FUND BOARD OF TRUSTEES 5 members: 2 employees, 2 residents and 5th member chosen by majority of the previous 4 members. 2 year terms Duties: General administration and responsibility for the operation of the Retirement Trust Fund for general employees.
