HomeMy WebLinkAbout08-28-2018 Minutes CODE ENFORCEMENT BOARD MINUTES August 28, 2018 Chairman Lowery called the regular meeting of the Ocoee Code Enforcement Board to order at 7:00pm in the Commission Chambers at City Hall. Vice-Chairman Carrington initiated the moment of silence, and Member Murray led the Pledge of Allegiance to the Flag. The roll was called and a quorum was declared present. PRESENT: Chairman Lowery, Vice-Chairman Carrington, Member Lewis, Member Murray and Member Mirza (arrived at 7:03 p.m. after Roll Call). Also present were Board Attorney Mary Sneed, Asst. Support Services Director - Code Enforcement Manager Doug Gaines, Code Enforcement Officers Theresa Rodriguez and Robert Siegrist, Executive Administrative Assistant Justin Mieras and Recording Clerk Amber Landry. ABSENT: Member Lomneck and Member Odom Board Attorney Mary Sneed administered the oath to the Code Enforcement Officers and to anyone intending to speak regarding a case. CONSENT AGENDA ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE BY THE CODE ENFORCEMENT BOARD AND WILL BE ACTED UPON BY ONE MOTION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS UNLESS DISCUSSION IS DESIRED BY A MEMBER OF THE BOARD, IN WHICH CASE THE CHAIRMAN WILL INSTRUCT THE BOARD CLERK TO REMOVE THE ITEM FROM THE CONSENT AGENDA AND SUCH ITEM WILL BE CONSIDERED SEPARATELY. Officer Rodriguez further explained that as of August 28, 2018 the property is still in non- compliance. The City is requesting an order of compliance within 15 days, September 12, 2018 or be fined $50.00 per day thereafter that the violation remains in non-compliance. Brenda Thomas, property owner who resides at 1577 Glenhaven Circle Ocoee, FL, stated that she has been unable to address this situation due to her husband's health. She explained that he has been in and out of the hospital since December 12, 2017, and that he is currently bed ridden, completely unable to help himself. She added that she cannot drive, and relies on her neighbors for help. When asked about family she broke down, and expressed with sadness that her children have not assisted her in any way. The Board engaged in conversation expressing deep concern for her situation. Vice-Chairman Carrington, seconded by Member Lewis, moved that in Case #18-071, the respondent be found in violation as cited as of July 4, 2018, and be given until September 28, 2018, to come into compliance or be fined $25.00 per day until found in compliance. Officer Siegrist further explained that as of August 28, 2018 the property is still in non- compliance. Vice-Chairman Carrington, seconded by Member Mirza, moved that in Case #18-079, the respondent be found in violation as cited as of July 17, 2018, and be given until September 12, 2018, to come into compliance or be fined $50.00 per day until found in compliance. Officer Siegrist recommended an order of non-compliance, requesting that the board impose fine and lien. Vice-Chairman Carrington, seconded by Member Lewis, moved that in Case #18-043 to impose fines as of August 4, 2018, in the amount of$50.00 per day until found in compliance. Motion carried unanimously. No further action was required by the Board. COMMENTS Recording Clerk Amber Landry introduced the new Code Enforcement Board Clerk, Justin Mieras, starting September 2018. The Board and Staff thanked Amber Landry for being a great Clerk, and welcomed Justin Mieras. Board Attorney Mary Sneed wished everyone a safe and happy Labor Day. Asst. Support Services Director - Code Enforcement Manager Doug Gaines wished everyone a Happy Labor Day. He also informed the Board that he will be on vacation during the next meeting. Wage Chairman Lowery concluded the meeting by wishing everyone a safe Labor Day weekend.
