City Engineer/Utilitie Director SUBJECT: Confined Space Extrication Equipment Ron Strosnider, City of Ocoee Fire Chief, has informed me that the city needs to acquire certain equipment to meet requirements imposed by Part 1910.146 of the Occupational Safety and Health Administration's rules. This particular rule describes several types of work areas that are considered to be confined spaces, and requires that the city have equipment to rescue people who may become trapped or incapacitated while in those areas. The equipment generally consists of rescue harnesses, breathing apparatus, air blowers and other items. The Fire Chief can provide full details on the exact equipment proposed to be purchased. The Utilities Department is proposing to contribute to the purchase of this equipment since sewer manholes, lift stations, water tanks and water meter vaults are considered to be confined spaces under the rule. The required Utilities Department contribution toward this purchase is $6,500.00 which would come equally from the Wastewater and Water Reserve for Contingency accounts. These accounts have current balances of $62,395.00 and $22,197.00 respectively. I recommend that the City Commission authorize the transfer of $3,250.00 from Water Reserve for Contingency and $3,250.00 from Wastewater Reserve for Contingency to the Fire Department for the purchase of confined space extrication equipment.
