Beamer, Director of Administrative Services'�'Yl 2 1_ ------ SUBJECT: Base for Roadway - Ocoee Municipal Complex Change Order 13 In removing the asphalt from the roadway during realignment, the old road was found to consist of a quarter inch of pavement and 3 inches of limerock. Overall this was determined to be substandard; no new pavement should be placed over such substandard materials. Because of the high ground water table and in the interest of building a surface that would last, soil cement which had previously been recommended by the geotechnical engineer was still the preferred base. To remove the existing pavement and base and then reconstruct the roadway with 1 inch asphalt, 6 inches soil cement, and 12 inches compacted subgrade cost $10,001.00 as shown in the attached Change Order 13. A Change Directive was issued so that the work could be completed and, thereby, not remain a public safety concern. Originally the contractor had quoted his price based upon not removing the existing base nor all the asphalt. L.J. Nodarse tested the pavement following the reconstruction and found it to be acceptable. The accounting of the construction contingency is as follows: Balance after Change Order 12 (Commission Action May 3, 1994) $123,811.00 Change Order 13 10,001.00 Change Order 14 (Heater Accessories necessary for Fire Sprinkler System) 3,025.00 Change Order 15 (HVAC modification due to Owner's addition of wall in Police Department) 281.00 Change Order 16 (Complete modification of Police showers necessitated by inaccurate measurements on Architectural Plans) 2,745.00 Balance $107,759.00 Staff recommends confirmation of these expenditures from Ocoee Municipal construction contingency. Action Requested The Honorable Mayor and Board of City Commissioners (1) approve Change Order 13; (2) confirm Change Orders 14, 15, 16; and, (3) authorize the Mayor and City Clerk to execute Change Order 13.
