STAFF REPORT
TO: The Honorable Mayor and Board of City Commissioners
FROM: Ray Brenner, Public Works Director
DATE: July 13, 1994
RE: Florida Department of Corrections and the City of Ocoee
Community Labor Agreement - Lake Correctional Institution
ISSUE:
Should the Honorable Mayor and Board of City Commissioners approve
the attached subject agreement to provide prison labor to the City
of Ocoee?
BACKGROUND AND DISCUSSION:
The City of Ocoee, for the past several years, has been using Lake
Correctional Institution inmates to perform public works functions
throughout the community. The prison provides six to seven inmates
to the city along with a guard to provide supervision and insure
community protection. We are fortunate to have this labor and
their equipment provided to the city free of charge once or twice
weekly. I have met with Mr. Don Dean, Superintendent, Lake
Correctional Institution , to discuss the possibility of increasing
the labor currently provided to the city. Presently he is
providing the maximum to our city , however if additional funding
from the state becomes available he would then be in a position to
provide additional work crews. In all the time Lake Correctional
Institution has provided their services to the City of Ocoee, there
has not been one incident reported and the savings to taxpayers is
in excess of $60 ,000 annually .
The changes to this year's agreement are as follows: Section II ,
item 1 , the City agrees to provide Lake Correctional Institution
with a schedule of hours which inmates will be worked in accordance
with the established workday for the City and the transportation
time required. Any deviation from the established schedule must be
reported to and approved by Lake Correctional Institution.

Also, under Section II , item 4 , the words "only if needed" are
added to the last sentence. Item 7 , under the same section has the
words "as aware" added to the last sentence.
RECOMMENDATION:
Therefore, based on the above background and discussion, it is
respectfully requested that the Honorable Mayor and Board of City
Commissioners approve the agreement with Florida Department of
Corrections and Lake Correctional Institution .
